The Opportunity

In the new organization, Scalable Data Services will enable our operations capability by establishing a new global service model that provides countries and business functions with end-to-end data services in line with global mandates. This new global service model accelerates the centralization and standardization of our design implementation, increasing our global steering over countries and domains and providing Chief Data Offices with tailored expertise that balances global consistency with local relevance. This enables a harmonized way of working that facilitates faster remediation of gaps, consistent monitoring and the ability to produce measurable and comparable outcomes. Scalable Data Services will have functional synergies with both the design and transformation capabilities of CDO, ensuring that our frameworks are translated into transformation work throughout the bank and ensuring that this is done in line with global roadmaps and priorities.

As Circle Lead – Scalable Data Services (Data Quality), you will lead the operational delivery of data quality services by combining subject matter expertise with execution capabilities within ING Hubs Philippines, working with teams in Hubs Romania, the Global Data Management team and a functional reporting line to the Global Data Quality Lead in Scalable Data Services. Your role is to ensure that data quality controls, monitoring, and remediation processes are executed efficiently and consistently across domains, enabling trusted and compliant data at scale. You will be responsible for driving the execution of data quality services strategy - from identifying issues to embedding sustainable fixes - while fostering a proactive, preventive data culture across the organization. You will play a critical role in systematically enhancing data quality throughout the organization, to ensure data quality remediation and prevention of issues at their source. Your responsibilities include fostering effective collaboration between local data domains and data consumers, and guiding remediation efforts with actionable reporting and structured processes, enabling robust and cohesive implementation of data quality practices globally.

Roles and Responsibilities

As a Circle Lead – Scalable Data Services (Data Quality), you:

  • Deliver high‑quality and scalable execution of Data Quality activities within the hub, ensuring your Circle has the right capabilities, follows global standards, and focuses on the priorities set by the Global Data Quality Lead.
  • Lead and develop a team of data quality specialists in Manila, setting priorities, driving performance, and fostering craftsmanship
  • Embed data quality practices into operational workflows and change initiatives, aligning with BCBS 239 and other regulatory obligations.
  • Track and report data quality health through dashboards and KPIs, providing insights, progress updates, and risks to senior stakeholders.
  • Escalate systemic issues, data risks, and capability gaps to the Global Data Quality Lead.
  • Act as the operational point of contact for business lines, technology teams, and control functions on data quality matters.
  • Support audits and regulatory reviews, providing evidence of data quality control effectiveness.
  • Ensure local execution is aligned with global Data Quality strategies, frameworks, and processes, collaborating closely with the global function to ensure consistent delivery across hubs and domain
  • Identify and implement process improvements and automation opportunities to enhance scalability and accuracy.
  • Drive adoption of data quality tools and methodologies across domains/countries and foster a culture of compliance, transparency, and continuous improvement.
  • Provide training, guidance, and subject‑matter expertise on data quality controls, roles & responsibilities, and emerging regulatory requirements.

Required Skills and Experience

  • 8+ years of experience in operations, data or risk/control functions, ideally in banking.
  • Proven experience in operational leadership, process optimization, and stakeholder management.
  • Excellent organizational, analytical, and communication skills.
  • Familiarity with data protection, ethics, and risk principles.
  • Knowledge of data quality frameworks, regulatory requirements (BCBS 239), and control standard is a plus
  • Education: Master’s degree (MSc) in a relevant field is ideal but not required
  • Excellent level of English.
