Job Description:

Parsons are seeking an experienced Cost Engineer - Saudi National to manage and control all cost-related activities for a Runway / Airfield / Airport project. The role is responsible for cost estimation, monitoring, reporting, and supporting commercial and project management teams in achieving financial objectives.

The ideal candidate will have strong analytical skills, experience in large infrastructure projects, and the ability to coordinate with multiple stakeholders to ensure accurate cost planning and control.

The Cost Engineer ensures effective financial planning, monitoring, and control for Runway / Airfield / Airport projects. This role requires strong analytical skills, attention to detail, and the ability to coordinate with project and commercial teams to maintain financial discipline and support successful project delivery.

What You’ll Be Doing

  • Prepare detailed cost estimates for civil, MEP, and airfield works based on project drawings, specifications, and scope of work.
  • Support budget preparation and provide cost inputs during project planning and tendering stages.
  • Develop cost control strategies and recommend cost optimization measures.
  • Track actual project expenditures against budgets and forecasts.
  • Monitor subcontractor and supplier costs to ensure adherence to project budgets.
  • Analyze cost trends, identify variances, and propose corrective actions.
  • Prepare regular cost reports, including progress payments, cash flow projections, and budget updates for management review.
  • Support the preparation of monthly, quarterly, and ad hoc reports for clients, consultants, and internal stakeholders.
  • Ensure accuracy and consistency of cost data for informed decision-making.
  • Assist in evaluating the cost impact of change orders, variations, and extra works.
  • Maintain accurate records of changes, approvals, and associated financial implications.
  • Collaborate with QS and contract teams to quantify and monitor variations.
  • Work closely with Project Managers, QS, Planning, Procurement, and Site teams to ensure alignment of cost management with project execution.
  • Support contract administration and commercial teams in cost-related matters.
  • Facilitate effective communication and coordination between multiple stakeholders.
  • Identify cost-related risks and recommend mitigation strategies.
  • Support value engineering exercises and propose cost-effective solutions.
  • Monitor financial risks associated with procurement, contracts, and site activities.
  • Maintain accurate cost records, cost databases, and supporting documentation.
  • Ensure proper archiving of cost reports, measurement sheets, and approvals.
  • Support audits and reviews related to project cost management.
  • Identify opportunities to improve cost management processes and reporting.
  • Implement best practices in cost estimation, monitoring, and reporting.
  • Keep updated with industry trends, standards, and tools for cost management.

What Required Skills You’ll Bring

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or a related discipline.
  • Minimum 8 years of experience in cost engineering or commercial roles within infrastructure or construction projects.
  • Proven experience in airport, airfield, or runway projects is highly desirable.
  • Strong experience in cost estimation, monitoring, and reporting for large-scale projects.
  • In-depth knowledge of cost management principles, estimation techniques, and cost control methods.
  • Proficiency in cost management and project control software (e.g., MS Excel, Primavera, SAP, or similar tools).
  • Strong analytical, numerical, and problem-solving skills.
  • Excellent communication and stakeholder coordination abilities.
  • Ability to work under tight deadlines and manage multiple cost work fronts.
  • Experience working with international airport standards and aviation-related cost control.
  • Familiarity with risk-based cost management and forecasting techniques.
  • Ability to integrate cost management with planning, logistics, and procurement.
  • Proactive approach to identifying cost-saving opportunities and financial efficiency.
  • Strong leadership or mentoring skills for guiding junior cost and QS staff.
