Role Description
- CT&A is responsible for providing opinion on Controls and outcomes and ORM control culture
- Controls and outcome (how well 1LOD have interpreted Regulatory & Policy requirements by complying with Minimum Control Standards (MCS) / Control Objectives and maintaining an effective control environment, identifying and remediation deficiencies as required, and achieving compliant outcomes). This would be performed through specific reviews to assess the adequacy and effectiveness of 1 LOD testing/monitoring, functional reviews for a combination of controls or Thematic deep dives responding to Risk Type Head’s concerns
- Control culture- how well 1LOD demonstrates effective risk management oversight and governance through risk-based decision-making using risk & control metrics
- The role is for a CT&A ORM Testing Specialist/Testing Lead who would lead the CT&A coverage for Transaction processing risk type and manage the respective team.
Division Overview
- Deutsche Bank (the “Bank”) has established the Controls Testing & Assurance department (“CT&A”) that performs independent Assurance for and on behalf of the Bank’s Compliance and Anti Financial Crime (AFC) Department and provides risk-based “check and challenge” on behalf of Operational Risk management (ORM) RTC for their Risk Types
- ORM Risk Type Head’s Independent “check and challenge” of 1 LOD processes/adequacy of controls/1LOD Testing is performed by formal Independent Testing, coverage focussing on how effectively specified Operational Risk (OR) types and related controls/processes are managed by 1LOD Business Line and Infrastructure functions (‘1LOD’) and whether their activity is adequate to be leveraged by 2LOD.
- CT&A’s Assurance personnel are divided into regional teams across the world including a sizeable footprint in India. The India-based Assurance teams generally follow a Desk Extension Model, where resources are embedded as part of the wider global teams i.e. extensions of the teams in US, Europe/UK and APAC, just not co-located with them.

Your key responsibilities
- Efficient high-quality work deliverables for the global assurance work undertaken for Transaction processing risk type in accordance with CT&A methodology and regulatory requirements.
- Establish and maintain effective engagement/communication channels and working relationships with the relevant stakeholders in the business and other control functions (e.g. colleagues in CT&A, Risk type Heads, Business Stakeholders, first line of defence, Internal Audit etc.) to ensure a coordinated approach, completion of Assurance work, and effective resolution of issues.
- Provide valuable feedback to the 1st line of defence, while ensuring independent 2nd line oversight of the transaction processing risk practices across the group, using a risk-based approach, focusing on key residual risks and regulatory issues.
- For identified findings enable read across (e.g. with other countries or divisions) to allow continuous improvement of controls and processes.
- Support continuous enhancement of the “Check and Challenge” programme by identifying and suggesting improvements and implementing them, while ensuring the programme remains aligned to the global framework.
- Sharing best practice and learnings with colleagues locally/regionally/globally.
Your skills and experience
- Extensive experience around 15 years in Control Assurance function, risk management or similar role within financial services.
- Educational- University degree (Graduation/Post- Graduation degree) in a related field with relevant certifications.
- Comprehensive understanding of the transactions and financials products offered by a Tier 1 investment bank as well as supporting infrastructure and controls (e.g. payments and securities).
- A robust understanding of Operational Risk / Non-Financial Risk Management principles and practices, specifically Transaction processing risk.
- Experience in working in international/global matrix organizations and ability to clearly communicate in English (spoken & written).
- Understanding of the regulatory environment in the business and more broadly the regulator perspectives on non-financial risk
- Demonstrable experience of developing strong working relationships with business areas to facilitate successful risk management within the 3 LOD model.
- Experience of working with senior stakeholders within a high-pressure dynamic environment and be willing to challenge as required.
- Demonstrated ability to convey complex ideas clearly and effectively both verbally and in writing to diverse audiences, including stakeholders, teams and senior management.
- Analytical mindset, with the ability to provide practical solutions for minimizing risk.
- Able to work independently to manage projects and deliverables to completion.
- An enthusiastic team leader, with experience of building and driving strong teams.
