Job Summary: You will serve as a CONTRACT SPECIALIST in the CONTRACTS DIVISION, OPERATIONS MANAGEMENT DEPARTMENT of STRATEGIC WEAPONS FACILITY PACIFIC. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 - GS-11. The NH-3 broadband level encompasses positions equivalent to GS-12 - GS-13.

Major Duties:

• You will provide strategic weapons and strategic weapons system support to the fleet and other designated activities, and to perform other such functions and tasks as may be directed by higher authority.
• You will evaluate contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics.
• You will assist with the administration of all contractual aspects of support services and goods to meet system acquisition program.
• You will prepare letters, memoranda, documents, or reports that support service agreements, contractual actions, or recommendations.
• You will assist to determine the appropriate method of procurement (e.g., simplified acquisitions or negotiation) using a wide range of contracting methods and contract types.
• You will assist with CONUS/OCONUS market research/analysis to determine availability of the requirement; analyze market trends, commercial practices, conditions and technological advances.

Qualifications: NH-III: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-II (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting functions for small contracts (contracts under the simplified acquisition threshold) such as developing, implementing, or maintaining all aspects of contractual support to fulfill the contracts mission, while ensuring compliance with detailed contract terms and conditions. NH-II: You must meet the Basic Education Requirements of the Department of Defense Qualification Standard for Contracting positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
