Job Description
Location: Central Office - 23 Robert S Kerr, OKC
Salary: up to $80,000.00, based on education and experience
Full Time /Part Time: Full-time
Work Schedule: Monday-Friday
Primary Hours: 8am-5pm
Position Description: The Contract Monitor is responsible for developing, managing, and monitoring contracts and agreements funded through state or federal awards. This position ensures compliance with all contractual terms, funding source requirements, and agency policies. The Contract Monitor provides technical assistance, conducts site visits, evaluates performance, and maintains documentation to ensure that all deliverables, financial obligations, and program objectives are met in accordance with applicable laws and regulations.
Position Responsibilities/Essential Functions:
Develop, coordinate, and monitor contracts, renewals, amendments, and related documents in accordance with OSDH grant requirements.
Prepare and review scopes of work, budgets, and transmittals, ensuring alignment with approved funding and performance objectives.
Conduct risk assessments to determine monitoring needs and ensure appropriate oversight.
Serve as a point of contact for external and internal partners, providing consultation and technical assistance to ensure understanding of and compliance with contractual obligations.
Conduct site visits and performance evaluations to assess contractor compliance with deliverables, timelines, and quality standards.
Review and verify invoices and supporting documentation to ensure accuracy, allowability, and alignment with contract terms.
Track budget revisions, modifications, and renewals, coordinating with procurement, budget, and program staff as needed.
Maintain thorough and organized contract documentation, including correspondence, reports, and monitoring tools, in accordance with records retention policies.
Prepare administrative, statistical, and fiscal reports related to contract activity and performance outcomes.
Identify and resolve potential compliance issues and coordinate with internal stakeholders to ensure corrective actions are implemented.
Support audits, risk assessments, and agency reporting efforts by providing requested documentation and summaries.
Collaborate with internal teams to improve contract management workflows, templates, and procedures.
Demonstrate effective communication and customer service when interacting with internal and external partners.
Participate in meetings, trainings, and workgroups related to contract management.
Being present in the office is an essential function of this job

Minimum Qualifications:
Bachelor’s degree in Business Administration, Public Administration, Finance, or a related field; and two years of professional experience in contract management, procurement, compliance, or grant administration. Experience in state or federal contracting, financial management, or public sector operations preferred. Equivalent education and experience may be substituted as determined by the agency.

Valued Knowledge, Skills and Abilities
Knowledge of principles and practices related to contract and grant management, procurement, and fiscal oversight.
Familiarity with federal and state regulations governing grant administration, purchasing, and recordkeeping.
Strong analytical skills and attention to detail for evaluating contracts, budgets, and documentation.
Ability to interpret policies, regulations, and complex contract language.
Effective communication skills—both written and verbal—with internal and external partners.
Proficiency in Microsoft Office Suite and experience using financial or procurement systems (e.g., ePro, PeopleSoft).
Strong organizational, documentation, and time management skills.
Ability to work independently while managing multiple priorities and deadlines.
Physical Demands and Work Environment:
Work is typically performed in an office environment with climate control and moderate noise levels. Position requires long periods of sitting, daily use of computers and phones, and occasional travel for site visits or meetings. Being present at the office or designated worksite is an essential function of the position.
