Role Overview

Contract Manager is responsible for leading procurement and contract management activities for complex mega projects across APAC, focusing on innovative sourcing strategies and digital transformation in procurement processes.

Key Responsibilities

1. Strategic Procurement Leadership

  • Develop and define comprehensive contracting strategies with key stakeholders (PM/CM/PPM)
  • Lead contractor pre-qualification and prescreening processes
  • Prepare high-quality ITB documents and drive tendering processes
  • Jointly define awarding strategy with Project Manager work scopes and finalize bid evaluation criteria

2. Contract Management & Risk Control

  • Lead commercial bid evaluations and contract negotiations
  • Review and identify potential risks in contract terms and conditions
  • Draft and modify terms based on standard contract templates
  • Manage contract award recommendations and approval processes

3. Digital Transformation & Innovation

  • Utilize AI technology and Keelvar system for tender evaluation
  • Drive efficiency improvements in procurement processes
  • Support data collection and analysis for service benchmarking
  • Contribute to cost savings initiatives and PRO Ambition Programs

4. Change & Claims Management

  • Implement proactive claim prevention strategies
  • Manage contractor change orders and claims
  • Review and evaluate pricing for additional scope of work
  • Ensure complete documentation and proper correspondence

5. Financial & Contract Administration

  • Verify payment requests against contractual milestones
  • Manage contract closures and performance evaluations
  • Document lessons learned and establish best practices
  • Support the realization of Global Strategic Themes

Requirements

Education & Experience

  • Bachelor's degree or above in Mechanical Engineering, Civil Engineering, or related technical field
  • Minimum 10 years of independent management experience in procurement/contract management/construction supervision

Professional Skills

  • Strong expertise in national/international procurement regulations
  • Comprehensive understanding of Chinese business laws
  • Proficient in MS Office applications (Excel, PowerPoint)
  • Experience with digital procurement tools and systems

Leadership & Communication

  • Demonstrated ability to lead and motivate teams
  • Strong decision-making and problem-solving capabilities
  • Excellent stakeholder management skills
  • Self-driven with continuous improvement mindset

Language

  • Excellent command of English (written and spoken)

Project Context

  • Managing complex mega projects in China under time and cost pressure
  • Working within PP APAC central organization serving multiple business entities
  • Experience with various execution models (EPC, EPCm, EPs, Split Contract)
  • Focus on innovative sourcing strategies to build faster and more cost-effectively
