Compliance and Assurance Manager

How you’ll help us make health happen:
- Carry out horizon scanning (regulatory change identification) where relevant. Support analysis of change and support implementation through undertaking readiness and/or post implementation assurance reviews of implemented change.
- Coordinate with regional partners to understand and assess regulatory requirements and procedures impacting Bupa Group’s reinsurance and international administration arrangements and keep relevant stakeholders aware of developments and requirements.
- Develop and maintain strong relationships with business managers and challenging senior management on their compliance control environment.
- Work with the ME local Head of Compliance to ensure timely and accurate delivery of all relevant regulatory reporting and filings, notifications and escalations for the ME region including BG DIFC ltd.
- Support other Compliance and Risk colleagues; in particular the local Head of Compliance and the ORCM team.
- Develop technical and practical regulatory and operations knowledge so role is able to provide effective challenge and also deputise for local Head of Compliance
- Attend any local committees as required by the Head of Compliance, BG International or local Head of Compliance.
- Keep up to date with current and future regulatory themes and industry good practice and feed this into business systems and controls.
- Liaise and collaborate positively with other risk and compliance teams to support the overall compliance agenda within Bupa and improvement in the overall control framework.
- Support the Chief Compliance Officer and Head of Compliance BG International in achieving the objectives of the Compliance function and in embedding a strong compliance and conduct culture across the regulated entities.
- Support, escalate and challenge the investigation and resolution of regulatory incidents and breaches.
Regulatory Compliance Monitoring and Assurance:
- Working with the Head of Compliance for BG, and Head of Compliance ME to develop and implement compliance risk assessments and compliance monitoring of the BGME entity and across the ME region with particular emphasis on Bupa’s business partners and partnership oversight framework.
- Provide effective compliance oversight and regulatory assurance of BG ME business activities, processes, systems and controls through an effective, risk-based monitoring program.
- Plan, conduct and report compliance monitoring activities. Provide regular and structured reporting to management and committees.
- Undertake testing on compliance with key regulatory requirements for ME and other regional businesses as requested from time to time on a continuous basis in line with the annual approved compliance monitoring and assurance plan.
- Promote the regulatory compliance and conduct risk agenda across the region by engaging actively with business leaders in order to ensure a thorough understanding of regulatory accountabilities and to drive a positive culture that is customer focused and supported by clear accountability.
- Liaise with 1st Line (Risk), 2nd line (Monitoring) and 3rd line (Audit) Line assurance as required to help focus attention on key areas of regulatory risk.
- Put fair treatment of customers at the heart of what you say and do. Be courageous and speak up if you believe the products or services do not deliver what customers are led to expect.
- Responsible for the implementation and delivery of agreed Compliance plans in so far as it relates to monitoring the region. Identify and report matters that may warrant further assurance or investigation work by Assurance or Audit functions.
Key Skills / Qualifications needed for this role:
- Graduate in law/finance/economics or other relevant discipline.
- In-depth knowledge of all insurance & financial service regulatory frameworks in the ME region, in particular UAE
- Money Laundering regulations Expert knowledge of general insurance contracts (ideally health insurance and IPMI)
- Previous continuous engagement and constructive relationship with regulators.
- Ability to manage Compliance issues on a portfolio basis with the Compliance landscape spanning different jurisdictions.
- Strong negotiation and influencing skills
- Analytical thinking with strong risk awareness skills
- High level of personal confidence, able to lead and manage change through influence and persuasion and to challenge business decision makers
- Credibility, professionalism and strong personal integrity
- Truly international in outlook, able to operate across different business environments and cultures
- A leadership role model
- Strong command of English. Advanced report writing skills (Knowledge of Arabic added advantage)
