Job Description:

Program Design and Implementation

  • Lead the implementation of planned community engagement and participation activities within JEOP 2.0, ensuring alignment with organizational quality standards, donor guidelines, and industry best practices.
  • Act as the main focal point/technical person for community engagement and participation within the partner organization.
  • Coordinate with CRS, JEOP staff, and relevant teams on all matters related to community engagement and participation.
  • Ensure reviewed and inclusive tools and communication materials are used and mainstreamed effectively.
  • Provide technical support across JEOP sectors and departments to ensure inclusive participation (especially for people with functional limitations and child-headed households).
  • Collaborate with the Safe and Dignified team to ensure safe and dignified programming.

Monitoring, and Evaluation

  • Support and facilitate data collection in collaboration with CRS and JEOP sectors as needed.
  • Lead assessments, analysis, and reporting efforts.
  • Support the partner MEAL team and JEOP staff in generating evidence to inform program improvements related to community engagement and the inclusion of people with functional limitations and child-headed households.
  • Participate in technical working group meetings and forums, sharing knowledge and best practices.

Training and capacity building

  • Facilitate and lead capacity-building activities on community engagement and participation.
  • Deliver training sessions, mentor junior staff, and provide on-the-job support to field staff.
  • Ensure that staff receive continuous support, mentoring, and skills strengthening—especially for delivering equitable services to persons with functional limitations, in collaboration with the CRS CEP team.
  • Assess training needs regularly and develop tailored learning plans to strengthen staff competencies in inclusive and participatory approaches.

Networking, Coordination and Reporting

  • Establish and maintain strong working relationships with:
  • Partner organizations
  • Local stakeholders
  • CRS and JEOP staff
  • Government agencies
  • Community-based organizations
  • Organizations of Persons with Disabilities (OPDs)
  • Collaborate with mainstream organizations, CRS, and other consortium members to mobilize local actors and promote CEP-related activities and impacts.
  • Ensure timely and accurate reporting of community engagement and participation initiatives and outcomes.

Required Professional Experience

  • Hands-on experience in participatory methods of capacity building focused on community engagement and participation, particularly for people with functional limitations and child-headed households.
  • Minimum of two years of experience in community engagement and participation programming within humanitarian response contexts (specific to the role).
  • Experience in project planning and implementation.
  • Skilled in data analytics, tool development, and monitoring & evaluation of projects.
  • Experienced in training or teaching adults and working with multi-cultural groups.

Required Education, training, license, registration, and certification

  • Bachelor’s degree in Social Work, Development Studies, Public Health, Sociology, or a related field.
  • Relevant certifications in community engagement, inclusion, or humanitarian programming (if applicable).
  • Community Engagement and Accountability (CEA)
  • Safeguarding and Protection Training – including Child Protection, GBV, and Do No Harm principles
  • Monitoring & Evaluation (M&E) – tools, frameworks, and data collection methods
  • Core Humanitarian Standard (CHS) Training

Preferred Knowledge and Qualifications

  • Strong technical knowledge to provide training and support on community engagement and participation, particularly for people with functional limitations and child-headed households.
  • In-depth understanding of inclusive programming principles and humanitarian standards.
  • Familiarity with humanitarian coordination systems and inter-agency collaboration
