Role Title: Senior Commercial Officer
Role Description: One of Defence's systems program offices is de-scoping and phasing out an existing In-Service Support Contract (ISSC) and is transitioning to a new contractual arrangement. This requires structured phase-out activities to ensure continuity of support, compliance with Defence procurement policies, and effective handover to the incoming contract. The primary objective is to provide commercial expertise to manage the phase-out of the current ISSCs and facilitate transitional activities into the new contract. This includes ensuring contractual obligations are met, risks are mitigated, and Defence standards are upheld throughout the process.
As the Senior Commercial Officer you will be responsible for leading ISSC phase-out and transition activities, and oversight of commercial deliverables and provide the Commonwealth with ad-hoc commercial tasks as required by the Commercial Director such as procurement documentation (Request for Tenders, Section 23, and Decision Briefs).
Your position will require your considerable expertise and leadership with the following:
Contract Phase-Out Activities:
Review and confirm all obligations under the existing ISSC’s.
Manage the phase-out plan and ensure alignment with Defence procurement guidelines.
Manage all contract closure activities, including final invoices, deliverables, stocktaking, disposals and performance reporting.
Ensure compliance with Commonwealth Procurement Rules (CPRs) and Defence Contracting Framework.
Transition Activities:
Support the development of transitional arrangements into the new contract.
Facilitate knowledge transfer between outgoing and incoming contractors.
Assist in drafting and reviewing transitional documentation (e.g., novation agreements, schedules, stocktakes, and disposals).
Identify and mitigate commercial risks during transition.
Stakeholder Engagement:
Liaise with internal Defence stakeholders, contractors, and suppliers.
Provide regular status updates and reporting to the Commercial Director and MVSPO-Director.
Chair meetings, develop and distribute meeting minutes.
Deliverables:
Development of Phase-Out Plans, Transition Plan and schedules.
Develop a Closure Checklist
Maintain and manage Risk Register for phase-out and transition.
Transition support documentation (handover notes, contractual amendments).
Procurement documentation
Maintain and manage action registers
Skills & Experience:
Demonstrated experience in Defence commercial activities and contract management.
Proven track record in managing contract phase-out and transition processes.
Strong understanding of Defence procurement policies, Commonwealth procurement rules, and contracting frameworks.
Excellent stakeholder engagement and communication skills.
Ability to work autonomously and deliver within tight time frames.
Flexibility to travel for work at least once a month for a week's duration.
Essential Requirements: 8+ years' experience
Desirable Requirements: ASDEFCON suite knowledge
