CoE Lead Operating Model Effectiveness & Transformation

We are looking for an experienced, visionary, hands-on, people-oriented lead to drive the effectiveness, transformation and improvement of the operating model across the entire COO Finance (COOF) organisation. You will lead a number of cross-border teams and collaborate with MT COOF and various key stakeholders to support the COOF organisation in realizing its strategic ambitions and operating model effectiveness. The role includes developing a vision for the required capabilities, execution strategies, and actively improving organizational effectiveness and delivering on transformation agendas.

You will be located in Amsterdam with direct steer on teams Amsterdam, Philippines and the workforce from third party providers. You will be reporting into the Bank’s COO for Finance.

Your role and work environment

COO Finance (COOF) is an independent unit reporting into ING’s CFO and COO. It is accountable for executing ING Finance and COO strategy to evolve towards one global digital bank. The COOF mission is to enable excellence in Finance with real time business insights, derived from state of the art technologies, optimal use of data and highly effective operations.

As CoE Lead Operating Model Effectiveness & Transformation you will be working with the leadership team of COO Finance on end-to-end transformation, improving and maintaining operational discipline to realize the strategic ambitions and operating model effectiveness; enabling services that are simple, scalable, digital (and AI enabled), controlled & compliant, and consistent in performance.

As part of your role you will directly lead (“double hatting”) the portfolios in the CoE Strategy, Transformation & People, and Performance Measurement.

Your teams

You will lead a number of Expert Leads and their teams to develop, implement and/or maintain specific skills and supporting activities for the COOF organisation. You are responsible for setting the long-term strategy and leading the CoE Operating Model Effectiveness & Transformation organisation in achieving its (long term) objectives. Responsible for the execution of all activities of this organisation in Netherlands, ING Hubs and with our SSI partners, including risk & control activities to remain in control of risks and keeping the bank safe.

The portfolios in scope of the CoE Operating Model Effectiveness & Transformation are:

  • CoE Strategy, Transformation & People: steering and driving the strategy and change agenda, including change portfolio management of COOF, in line with the reference model and providing change management capabilities. Driving and support the People and Communication strategy, including knowledge management and staff engagement initiatives.
  • CoE Operational Effectiveness & Compliance: Ensure full compliancy with TIPM policies, aligned with COO/ODCR. Contract, charging and service management (including SLAs) operating model design and execution. Ensure robust control frameworks are in place, monitored, and continuously improved to support accurate reporting and compliance with Group (control) standards (including fulfilling the BCO role for COOF). Ensure efficient and effective tools & portals and standard procedures to handle end user support and business-user requests (for services, information, or access), communications and internal portals.
  • CoE Performance Measurement: developing and maintaining a data driven performance management framework feeding fact-based steering and decision making to the (extended) COOF leadership

  • CoE Intelligent Automation: driving the intelligent automation agenda for Finance and bring thought leadership in digitalization and innovation of COOF services and Finance processes. The team also organizes and governs the delivery and maintenance of intelligent automation solutions provided via specific no/low code solutions, for COOF and rest of Finance.

Your key responsibilities

As CoE Lead you take responsibility for

  • Co-creating the strategy of COO Finance based on the COO and business strategies.
  • Shape and lead the execution of the strategy of your area of responsibility based on the COO Finance strategy.
  • Lead transformation initiatives to evolve business processes and operating model effectiveness across COOF.
  • Developing a multiyear vision and building the skills and capabilities (operational structures, systems and process) to drive the effectiveness of the organization.
  • Streamlining the requirement setting and delivery planning for new change and transformation initiatives
  • Staying safe, reliable and compliant on your products and services.
  • Continuously working on ways to innovate and improve your products and services
  • People leadership and driving people development, employee engagement and diversity in your organisation.
  • Actively engaging and aligning strategies, demand and priorities with (senior) stakeholders in Finance, Procurement, risk and relevant business organisations.

Furthermore, you have:

  • Master Degree (University / Postgraduate)
  • 10+ years of experience in management and leadership
  • 10-15 years of experience in strategy, change or consultancy
  • Deep knowledge in change and transformation practices
  • Sourcing experience and leading cross border teams
