The Clinical Risk Consultant is responsible for identifying, assessing, monitoring, and mitigating clinical and patient-safety-related risks across MediCard’s clinic network and healthcare operations. This role supports the strengthening of MediCard’s Clinical Governance Policu and serves as the Risk Business Partner to Clinic Services Department.
The consultant plays a critical role in ensuring that clinical processes, regulatory compliance, patient safety standards, and incident management practices are effectively embedded into day-to-day operations. The role supports the Operational Risk Senior Manager in establishing a proactive, well-controlled, and compliant clinical environment aligned with MediCard and AIA standards.
1. Clinical Risk Identification & Assessment
o Conduct comprehensive clinical risk assessments covering patient safety, diagnostics, treatment processes, documentation, emergency care, and clinical workflows.
o Identify control gaps, recurring issues, and clinic-level risks requiring remediation.
2. Clinical Governance Business Partnering
o Serve as the Risk Business Partner for the Clinic Services Department.
o Provide advisory support on clinical controls, DOH requirements, regulatory compliance, and quality assurance.
o Support the rollout and continuous improvement of the Clinical Governance Framework.
3. Clinical Incident Management & RCA Support
o Lead the end-to-end process of clinical incident reporting, validation, investigation, documentation review, and timely closure.
o Coordinate with clinic teams for evidence completeness and ensure adherence to reporting timelines.
o Facilitate or assist in Root Cause Analysis (RCA) for patient safety events, treatment-related issues, diagnostic errors, or documentation deviations.
4. Regulatory Compliance Monitoring
o Monitor compliance with DOH AOs (e.g., AO 2021-0037), PhilHealth requirements, hazardous waste protocols, clinic licensing standards, and other regulations.
o Support DOH inspection preparations, compliance responses, and closure of regulatory findings.
o Track PTG (Path-to-Green) progress for clinic-related risks.
5. Policy and SOP Development
o Assist in drafting, revising, and updating clinical SOPs, emergency response protocols (ERP), patient documentation guidelines, and other clinic policies.
o Ensure alignment with MediCard standards, regulatory expectations, and AIA PSGs.
6. Monitoring, Reporting & Analysis
o Prepare clinical risk reports, dashboards, trend analysis, and updates for RMC, and BRC.
o Monitor open risk items and coordinate with Responsible Units for timely implementation of mitigating actions.
7. Stakeholder Collaboration
o Engage with Clinic Services and other support units to strengthen end-to-end clinical risk controls.
o Conduct clinic visits, process reviews, and spot checks to validate adherence to standards.
8. Training & Awareness
o Support the development and facilitation of clinical risk and patient safety training for nurses, clinic assistants, and healthcare staff.
o Promote awareness of clinical governance, proper incident reporting, and compliance obligations.
9. Functional Risk Management Participation
o Provide updates and inputs during Functional Risk Management Meetings (FuRMM) for Clinic Services and related units.
