Job Summary: This position is in the Technical Services Branch of the Central Federal Lands Highway Division and responsible for performing duties related to designing and developing plans, specifications, and estimates for bridges, large culverts, viaducts, and retaining walls on federally owned lands in a multi-state area. Serves as technical support and helps develop, promote, and apply sound planning, inspection, design, construction, rehabilitation, and maintenance practices related to structures.

Major Duties:

  • As a Civil Engineer (Structural), you will: Interpret and apply relevant structural codes for design, construction, testing, and maintenance of structures, including seismic design and retrofit. Develop plans, specifications and estimates (PS&E) for bridges and recommend the selection of safe and economical bridge types and designs, site selection, structure locations, and structural adequacy. Develop preliminary plans for structures that show type, size, and location (TS&L) of the proposed structures. Use advanced analysis, including CADD software, to help develop novel design concepts for both new construction and rehabilitation, as needed, to address project requirements and advance the state of the practice. Coordinate closely with the Project Team Leader, Bridge Team Leader, and other involved disciplines such as Hydraulics, Geotechnical, Highway Design, Environmental, Safety, Materials and Pavements in the identification and development of information required for sound engineering decisions regarding the type, size, and location of structures.

Qualifications: To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience providing engineering design support services to a project team in the development of structures or structural components for highway improvement projects such as culverts, bridge superstructures, bridge substructures, short single span bridges, and/or simple and continuous span bridges. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience providing engineering design services, construction support, and technical assistance in the development of multi-span bridges that entail horizontal and vertical curvatures and skewed geometry for highway improvement projects (e.g., producing Plans, Specifications, and Estimates packages (PS&E) and layout drawings, reviewing contractor submittals, and resolving construction issues); AND Experience communicating and coordinating the design and detailing of bridge structure projects with internal teams. Although you must first meet the mandatory education requirement, you cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering – Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Structural Engineering – Knowledge of the concepts, principles, theories, and methods related to the design and analysis of complex structures using a variety of materials. Structures may include aerospace systems or structures, and other determinate or indeterminate systems. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
