Northrop Grumman has an immediate need for a Program Director leading information technology (IT) and the Chief Information and Digital Office (CIDO) team supporting the Mission Systems Navigation, Intelligence and Connectivity (NIC) division. The candidate will be responsible and accountable to lead IT, program security, and service delivery in partnership with CIDO Service Lines. This position is located in San Diego, CA and will report to the Mission Systems CIDO.
The Director is responsible and accountable for managing all Division-specific IT budgets, as well as recurring and nonrecurring activity that:
Enables program execution, program security, and business capture
Improves user productivity and experience
Delivers value to Mission Systems sector and NIS division
Develops talent and enables the CIDO culture
Manages risk and compliance
The Director will establish and maintain effective internal and external stakeholder relationships to foster an in-depth understanding of business requirements and will lead and develop transformational strategies/concepts, and implement change to create and drive programs responsive to business requirements. Additional responsibilities will include:
Shape and lead digital solution adoption, value, and digital maturity initiatives at scale
Lead the delivery of infrastructure, tools, and processes to support division and sector wide objectives
Strategic demand planning
Develop and obtain approval for annual CIDO project and budget plans to support Division Long Range Strategic Planning (LRSP)
Governance and compliance for all sites in the NIC division
Manage day-to-day CIDO activities across NIC programs
Basic Qualifications:
Bachelor’s or higher degree in Computer Science, Management Information Systems, Business, or related field of study and 15+ years of relevant professional experience (or 12+ years of relevant professional experience with a Master's degree); a High School diploma or equivalent with 19+ years of relevant professional experience may be considered in lieu of a completed degree.
Experience leading diverse/matrixed functional or program teams driving outcomes and achieving results, including leading with Agile and/or SAFE methodologies, and leading aspects of digital transformation.
Experience supporting and managing classified environments for manufacturing, engineering, development, and production programs.
Results-oriented team player, with the ability to handle a rapidly changing set of projects and priorities while maintaining a strong professional presence.
Must be flexible and demonstrate strong judgment/decision-making skills, as well as strong business and technical acumen.
Excellent organizational, verbal, and written communications skills, as well as program management, strategy, analytical, planning, and presentation skills are required.
Management experience and skills, or other comparable leadership positions, to include management of offsite and matrixed personnel, and employee development.
Applicants must have an active DoD Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the DoD Continuous Evaluation Program (CEP), in order to be considered; the required security clearance must be maintained as a condition of continued employment.
The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance as a condition of continued employment.
Preferred Qualifications:
Prior Northrop Grumman Sector-specific experience.
Prior experience managing a portfolio of diverse and complex classified IT projects.
Creative thinking to solve resource challenges for large programs or products.
Comfortable making recommendations that have broad organizational impacts.
Possess strong interpersonal and written skills, along with strong organizational and analytical skills.
Experience managing supplier relationships.
Active SAP access.

Primary Level Salary Range: $197,600.00 - $296,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
