$105,085.00 - $173,250.00 Annually

Starting Pay:

$130,000.00 - $173,250.00 Annually

Job Summary:  

The Environmental Law group provides sound advice and counsel to Baltimore City Departments and agencies regarding environmental law in response to regulatory actions, claims, litigation, subpoenas, and Public Information Act requests.  The majority of the matters handled in the group are in the defense of the City and advisement on routine administrative violations, including stormwater, erosion and sediment control violations.

Essential Functions:

  • Provide expert legal counsel and guidance on environmental litigation, administrative proceedings, compliance strategies and potential liabilities.
  • Represent clients (Mayor & City Council, City agencies) in complex environmental litigation, administrative proceedings, and negotiations with regulatory agencies; manage cases from inception to resolution, including legal research, document drafting and court representation.
  • Track and advise City agencies on new environmental laws, policies and regulations.
  • Supervise and mentor junior (assistant) attorneys; provide guidance on case strategy and contribute to the professional development of the legal team. 
  • Oversee coordination with the Defensive Litigation team to facilitate responses to claims, litigation, subpoenas, and Public Information Act requests. 
  • May assist the Director of Public Works and legal regulatory team on consent decree agreements and compliance.

Minimum Qualifications

Education: A law degree from an accredited law school. Admission to the Bar of the State of Maryland is required

AND 

Experience: Have 8-10 years of experience as Senior Legal Counsel or Senior Attorney in environmental/regulatory law

OR 

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, & Abilities: 

  • Extensive professional legal experience related to energy regulatory, market and policy issues.
  •  Knowledge of energy and environmental policies and legislation for the U.S. Environmental Protection Agency and the Maryland Department of the Environment. 
  • Strong legal research and writing skills.
  • The ability to manage and prioritize multiple complex matters.
  • Exceptional oral and written communication skills.
  • The ability to establish and maintain effective, collaborative working relationships with others
  • The ability to work independently and meet deadlines while handling multiple tasks.
  • The ability to maintain professionalism under pressure.
  • A strong sense of ownership of tasks and responsibilities.
  • Strong interpersonal skills required to work with the public and various agencies.
  • Strong organization and technology skills, including the ability to coordinate and conduct electronic discovery, as well as proficiency with Microsoft Office software and legal research platforms such as Westlaw.
  • A willingness to perform with minimal administrative support.

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
