Job Summary: The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Major Duties:

  • Develop and leverage a strong working relationship across all ODNI components, as well as serving as a focal point for IT Service Providers, ensuring optimal delivery of IT Services to the ODNI. Delivered focused and timely support to key leadership elements and ensure uninterrupted delivery of services and capabilities required by those individuals to execute their appointed duties. Improve the cyber security posture of internal ODNI networks and systems and negotiate corresponding support from partner service providers as reflected in the annual Federal Information Security and Management Act (FISMA) audit. Increase reliability and availability of ODNI owned and operated systems, networks and tools. Provide direction, guidance, and set overarching organizational priorities to a diverse staff of IT staff officers and contract professionals. Provide personnel management and employee development (i.e., evaluate the performance and skills of subordinates, provide actionable feedback, review training and career development plans, etc.); Serve as senior stakeholder for IT-related transformation projects and key initiatives -- such as the integration of IT services across the ODNI components, increase reliance on ODNI owned and operated networks, systems, and tools, migration of applications to the IC Cloud, and forging a unified and integrated ODNI IT strategy -- with a view to optimizing ODNI IT for efficiency, effectiveness, and security; Understand and influence IC IT direction on behalf of the ODNI, share the role of ODNI representative to IC boards, and interpret and communicate across the ODNI the actions of the IC member agencies as they affect the future direction of ODNI IT; Review, formulate, and update policy documents, monitoring the relevance and efficacy of policies that impact the ODNI's information services. The successful candidate is expected to be a highly-motivated officer with broad experience in: personnel management, team building, budget planning and execution, change management, proactive customer service, collaboration with IC partners, strategic planning, and effective decision-making. The ODNI CIO must also be able to manage both the strategic and day-to-day office activities of the CIO, serving as the executive leader for the IT delivery and oversight functions of the organization. Lead a professional staff, assess performance, and oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance, and collaboration with policies which aide in developing an organizational culture.

Qualifications: All applicants will be assessed for executive competency against the five mandatory Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ). You will be subject to a one-year probationary period for all newly appointed Senior National Intelligence Service (SNIS) effective from the date on which you are appointed. This position requires you to submit a Public Financial Disclosure Report (OGE 278) within 30 days upon entry, and annually thereafter in accordance with Federal ethics guidelines. EXECUTIVE CORE QUALIFICATIONS (ECQS): All applicants will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and Principles of the American Founding: Requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency: Involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence: Involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People: Involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results: Involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise: Involves the ability to integrate resources, information, interest, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Mandatory Requirements: Sustained excellent performance, with a minimum of 10 years leading and management of a CIO component, either at CIA or another IC Agency, including senior management responsibilities. Minimum of a B.A. or B.S. degree from an accredited university in Computer Science, IT Engineering, Physical Science, Program Management, a closely-related discipline, or equivalent professional work experience. Outstanding leadership and management abilities with demonstrated experience successfully leading a large complex IT organization comprised of a highly diversified and skilled staff/contractor workforce at dispersed locations; demonstrated experience leading strategic planning, process improvement, or change management initiatives; an ability to monitor the progress of multiple concurrent and highly visible requirements with the ability to take required corrective actions; and apply creative problem solving skills to resolve issues in a timely manner. Excellent customer support and management skills, with proven ability to support demanding customers. Excellent verbal and written communication skills, with a proven ability to effectively and professionally communicate to audiences at all levels. Outstanding interpersonal skills with the ability to motivate and influence others to achieve objectives and lead change; foster teamwork and establish productive relationships with customers and IT partners across the Agency and the IC; and work with senior-level customers across the organization by listening, communicating, and translating business needs into solid technical requirements. Displayed ability to understand and promptly provide guidance on complex technical issues to a diverse customer base and across organizational boundaries and levels, to include a thorough knowledge and ability to ensure compliance with Cyber Security guidelines, and Safety and Counterintelligence regulations, policies and procedures. In-depth understanding of how CIA IT services and processes contribute to the ODNI's mission. Broad knowledge of CIA and IC networks (i.e. ADN, AIN, JWICS, SIPRNET). Desired Requirements: Master's degree in Computer Science, IT Engineering, or a closely-related discipline. COTR level II or III certification.
