Major Duties:

  • This position serves as the Deputy Administrator for Capital Projects and Chief Architect at the National Gallery of Art (NGA), and reports to the Administrator. The incumbent is the principle authority on all matters related to architectual design, facilities master planning, program management, project development, major renovation, capital constuction, and contract administration. The incumbent provides direction and coordination in the development and execution of agency-wide facilities planning and programming for major capital projects, including long-term space planning necessary to ensure the long-term care and upkeep of the Gallery's infrastructure, buidlings and leased space. Serves as principal advisor to the Administrator on comprehsneive campus planning, planning for relocations, and the capital construction projects which the NGA is undertaking to meet long-range (10 years) facility requirements, when funding is sought, and how projects are executed in conjunction with the Administrator, develops policies and procedures for the administration and execution of capital improvements, new construction, major repair, alteration, modification, renovation and restoration programs of the Gallery. Maintains liaison with senior management to provide information on the condition of existing facilities, and to ensure the timely development of facilities projects to support program changes. Directs studies to assess facilities requirements and prepares an integrated series of documents which present in graphic, narrative, and tabular form the findings, proposals and recommendations of the planning process. The comprehensive campus facilities plan wo;; consider: architectural, structural, mechancial, electrical, utilities, fire protection, telecommunications, transportation systems, visitation, food service, and circulation. Serves on Gallery Architectural Engineering (A/E) Services Evaluation Boards established to rate capabilities of professional A/E consulting firms for contracted technical services. Provides expertise in planning, design and construction management. Analyzes A/E submissions. Coordinates A/E evaluation panel procedures. Serves on or leads negotian committees that evaluate cost and time proposals. Prepares scopes of work and cost estimates for the acquisition of A/E services and coordinates contracting processes. Provudes leadership, oversight and management of planning, design and construction activities undertaken by contracted professional architects, engineers and designers for assigned projects. Activities include design, analysis, estimating and preparation of contract documents, bidding, award and construction. Serves on Gallery technical evaluation panels and source selection boards for construction services established to select construction contractors based on their technical capabilities. The incumbent is responsible to ensure that conracts are carried out within established timeframes and authorized funding and that completed work conforms to engineering and architectural criteria, practices and local/national codes.

Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below. Demonstrated experience leading a team of architects and engineers in delivering capital projects, architectural design, campus planning, program management, and major renovation or repair initiatives, including setting priorities, assigning work, and providing technical oversight. MTQ 2. Demonstrated experience managing an annual budget of $10 million or more, including administering multiple funding sources with varying restrictions, ensuring compliance with obligation deadlines, implementing financial controls, and using budget or financial management systems to plan, track, and report expenditures. MTQ 3. Demonstrated experience overseeing contract administration and coordinating project execution activities in support of capital projects and related initiatives. MTQ 4. Demonstrated experience in organization-wide real property planning and long-term space management to support the maintenance, modernization, and utilization of infrastructure, buildings, and leased space. Other Relevant Eligibility Criteria: Requires availability for domestic and international travel up to 10%.
