Job Summary
The Certification Assistant is responsible for tracking all documentation required to certify that construction projects, tenant alterations, and contractor work comply with all PANYNJ standards, policies, and contract specifications. This role acts as the central point of control for project submittals, closeout documentation, and contractor compliance.
Core Responsibilities
Track Certification Packages: Review and track all documentation required for project milestone and closeout certifications (e.g., "Bundle 1," "Final Acceptance").
Submittal Management: Log, track, and manage the flow of contractor submittals, shop drawings, RFIs (Requests for Information), and material specifications.
Special Inspections for Certifications: Ensure that the required special Inspection reports are turned over to the Design build team and accepted.
Compliance Verification: Ensure all submitted materials, equipment, and construction methods are compliant with PANYNJ technical standards, building codes, and contract requirements.
Documentation Audits: Conduct regular audits of project files to ensure all required certifications (e.g., material test reports, warranties, "As-Built" drawings) are received, accurate, and complete.
Turnover Packages: Track turnover packages for formal submission to PANYNJ and stakeholders.
Open comment & Issues closure: track and assist with closing open comments and issues to aid with certification
Liaison: Serve as the primary point of contact for contractors and tenants regarding certification requirements, submission deadlines, and non-compliance issues.
Communicate Standards: Proactively communicate PANYNJ standards and policy updates to all relevant project teams and subtenants.
Document Management: Maintain the central document control system (e.g., SharePoint, Procore, or similar) ensuring all certification data is accurate and up-to-date.
Status Reporting: Generate regular reports for project management on the status of certifications, outstanding submittals, and areas of non-compliance.
Process Improvement: Identify bottlenecks in the certification process and recommend improvements for efficiency and accuracy.
Inspection walks: follow the Inspection walks and highlight any major problems that need to be resolved quickly for smoother certification process.
Job Requirements & Qualifications
Essential Experience & Education
Education: Bachelor’s degree in Construction Management, Engineering, Architecture, Business Administration, or a related field is preferred.
Experience: 3+ years of experience in document control, project administration, or compliance coordination within the construction, engineering, or infrastructure industry.
Agency Experience (Highly Preferred): Prior experience working directly with or for a large public agency, such as the PANYNJ, MTA, NYC DDC, or DOT, is strongly preferred.
Technical Familiarity: Must be able to understand and interpret construction drawings, technical specifications, and contract language.
Required Skills
Detail-Oriented: Exceptional organizational skills and attention to detail
Communication: Excellent written and verbal communication skills for liaising with engineers, contractors, and agency leadership.
Technical Proficiency: Advanced skills in MS Office (especially Excel for tracking) and experience with document management software (e.g., Procore, Aconex, SharePoint, Bluebeam).
Problem-Solving: Ability to identify compliance risks or documentation gaps and proactively seek solutions.
Time Management: Proven ability to manage multiple tasks, prioritize effectively, and meet firm deadlines in a fast-paced environment.
