The CEP Supervisor leads the day-to-day execution and future development of the Career Enrichment Program (CEP), ensuring the program supports both employee development and the factory’s long-term workforce needs. This role will evolve CEP from a primarily administrative program into a strategic workforce development function that proactively partners with factory leadership to anticipate skill demands and develop the workforce required to meet future production needs.

This position requires a balance of people leadership, labor agreement compliance, program management, and workforce strategy development.

What You Will Do

  • Knowledge of Bargaining Unit Agreement requirements and compliance
  • Experience managing or leading bargaining unit employees
  • Experience with timekeeping systems and employee timecard management
  • Understanding of hourly workforce certification, promotion, and job progression processes
  • Perform planning, scheduling, coordinating, and reporting tasks supporting the Career Enrichment Program
  • Manage day-to-day program execution to ensure employees progress through required training, certifications, and development milestones
  • Develop and maintain CEP processes, operating procedures, and program guidelines
  • Supervise and support a team of bargaining unit employees responsible for program administration
  • Partner with factory leadership to understand current and future skill demands
  • Align CEP training pathways, job progression opportunities, and employee development programs with factory workforce needs
  • Monitor workforce capability trends and identify opportunities to improve skill readiness across production areas
  • Interface with support functions including Workforce Planning, Technical Training, Labor Relations, company leadership, union leadership, and operational factory teams
  • Perform as CEP Committee Co-Chair, establishing meeting schedules and operating procedures
  • Perform as CEP Salary Administrator, processing certification requests within 15 days of submission and making determinations on challenged CRs
  • Maintain compliance with CEP governance and documentation requirements
  • Develop and maintain relationships with state and local educational institutions
  • Collaborate with technical schools, community colleges, and workforce development partners to align educational pathways with company skill requirements
  • Identify opportunities to expand external training partnerships that strengthen the manufacturing talent pipeline

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum of five (5) years prior relevant experience, or An Advanced Degree in a related field and minimum three (3) years' experience.
  • Experience working in either operations or working with programs.
  • Supervisory or managerial experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Strong verbal and written communication with both technical and non-technical audiences
  • Ability to build partnerships across factory leadership, labor relations, and external organizations
  • Experience using Raytheon systems such as WMS, Prism, and SharePoint

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
