Major Duties:

  • The position serves as EXIM's Budget Officer and is the Director of the Budget and Financial Planning (BFP) unit of Division of the Treasurer within the Office of the Chief Financial Officer. The Budget Officer advises senior management on financial planning, budgeting, and certifying issues. The Budget Officer advises the CFO on the establishment of budget management policies and practices for EXIM; including the development and maintenance of effective planning and measurement methodologies. The Budget Officer is responsible for financial planning for the Bank. The Budget Officer reports to senior management and to external stakeholders on the overall budget standing of the agency. The Director also supervises a staff that is responsible for certifying travel, direct loans, and claims, and other expenses. Duties include, but are not limited to: Leads and directs a team responsible for providing expert analysis and authoritative guidance on the interpretation and application of Congressional legislation, regulatory directives, and procedural requirements governing the formulation, justification, presentation, and execution of EXIM's appropriations. Oversee the comprehensive review and interpretation of Congressional legislation, including the development of narrative and quantitative justifications in support of EXIM's budget requests. Directs the preparation, testimony, briefing materials, and supporting analysis for senior EXIM officials appearing before Congressional committees and staff. Ensures alignment of EXIM programs, budget strategies, and resource allocations with Congressional intent, statutory requirements, and appropriations directives. Leads, oversees, and directs the planning, development, and presentation of EXIM's budget requests to the Office of Management and Budget (OMB) and Congressional appropriations committees. Serves as the primary authority in defending budget proposals and coordinating agency responses to inquiries from OMB and Congressional staff. Provides expert guidance in the development of long-range program and budget plans to ensure alignment with EXIM's strategic priorities and sustainment of highly complex programs. Exercises primary responsibility and decision-making authority for the development and execution of EXIM's overall budget and planning strategy. Coordinates with program offices and strategic planning partners to establish goals, objectives, and performance measures, ensuring full integration and alignment with budget formulation, justification, and execution. Directs the preparation of budget requests, including analysis of the costs and benefits of alternative program strategies; development of allotments and sub-allotments; validation of obligations and expenditures; and assessment of the propriety and alignment of commitments with statutory and policy requirements. Leads and directs the execution oversight of EXIM's budget through supervision of staff performing complex analyses and interpretation of Congressional legislation, OMB directives, and agency policies. Reviews and approves budget execution activities, evaluates variances between planned and actual performance, and directs or recommends corrective actions, including reprogramming of funds, to ensure alignment with program objectives and statutory requirements. Keeps senior leadership informed of the status of financial operations, funding availability, and mission performance. Oversees the development and execution of EXIM's Budget Year funding plan, including the release of funds to EXIM leadership and program offices. Ensures continuous alignment between program objectives and available resources, and exercises authority to recommend and implement significant funding adjustments or reprogramming actions to optimize resource allocation. Communicates changes in funding, plans, or policy direction to internal stakeholders to ensure timely and effective execution. Ensures the development, implementation, and oversight of financial management policies, procedures, and internal controls to prevent statutory and regulatory violations. Provides leadership in maintaining a strong internal control environment consistent with Federal requirements, ensuring that government resources are managed efficiently, effectively, and in compliance with applicable laws and regulations. Reviews and evaluates staff analyses of actual or potential violations of budgetary law and directs the development and implementation of corrective actions to mitigate risk and ensure compliance.

Qualifications: Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in all aspects of the Federal budget process and the planning-programming-budgeting system in order to develop and executive long-range program and budgeting plans to support the sustainment highly complex programs; Experience in leading the use of qualitative and/or quantitative method used in the development of processes and issues to recommend resolutions; Experience in leading a team in applying analysis/evaluation and experienced judgment to determine unique resolutions to complex problems and/or deal with difficult situations; and Experience in advocating on behalf of an organization with regards to sensitive issues related to programs, with representatives of other government agencies, private- and public-sector organizations. Education cannot be substituted for experience at the GS-15 grade level.
