Job Summary: This position is in the Office of Financial Management, Planning, and Evaluation, Division of Planning, Budget, and Evaluation. The Division is responsible for managing and coordinating the agency's budget requests from the Office of Management and Budget (OMB) and the President, managing budget execution processes, interfacing with OMB and Congress on appropriations issues, overseeing performance management requirements, and contributing to financial management reporting requirements.

Major Duties:

  • This position serves as the agency Budget Officer in the Division of Planning, Budget, and Evaluation (FMPB) and reports to the Deputy Chief Financial Officer in the Office of Financial Management, Planning, and Evaluation (EXFM). As the Budget Officer, responsibilities include the direction and supervision of multi-functional areas through the budget team and planning team, providing leadership that ensures sound financial stewardship and effective execution of the U.S. Consumer Product Safety Commission (CPSC) appropriations. Directs the development of the agency’s budget policy, including standard operating procedures, directives, and internal controls. Oversees annual budget formulation and justification processes, ensuring that CPSC’s program needs are appropriately justified and communicated to the Administration, Office of Management and Budget, and to Congress. Oversees the operational development of the long-range strategic plan (including updates), annual performance plans, monitoring, and reporting of results, being attentive to specific financial and budget issues and concerns that shape the annual performance goals and objectives. Develops and executes the annual operating plan and ensures proper stewardship of appropriated funds to include regular reporting of the agency's financial condition to the Chief Financial Officer, Chair, and Commissioners. Oversees the design, development, and implementation of CPSC’s program evaluation function, evaluating CPSC’s results achieved relative to the goals and objectives of the agency, analyzing the impact of CPSC investment on the intended outcome, and recommending future courses of action in the context of the agency budget to the Commissioners for decision. Fosters effective communication with OMB to obtain continuous information on the administration’s budget priorities and current guidance for formulation, justification, and execution. Represents CPSC with other small agencies concerning such areas as funding, resource requirements, official financial reports, the strategic plan, and the Annual Performance and Accountability Report. Responsible for providing analysis and advice to promote sound decisions and efficiency in the distribution, allocation, and use of appropriated, reimbursable, and grants funds and provides detailed financial information to agency managers to aid in budgeting, policy decision-making, financial projections, and availability of funds. Plans, organizes, directs, and evaluates the work of an assigned staff of budget analysts, program analysts, and other professionals.

Qualifications: All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in applying budgeting principles, laws, practices, techniques, and regulations when executing managerial budget activities and accomplishing functions in all of the following: 1) preparing budget estimates, tracking obligations and performing comparisons to the operating budget, and preparing budget justifications aligned to agency goals and strategies for Congress and the Office of Management and Budget (OMB); 2) preparing and reviewing monthly status of funds reports; 3) advising senior officials on a budget program; and 4) developing presentations to brief senior executives on updates, advice, and recommendations on all budgetary related matters. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
