Major Duties:

  • This position require military membership in the Puerto Rico AIr National Guard (PRANG).

Qualifications: AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers (NG T32/NG T5) within Puerto Rico Air National Guard. Area 2 = All indefinite Technician Officers (NG T32/NG T5) within Puerto Rico Air National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a BUDGET OFFICER (D1678000), GS-0560-12, you will provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners. PHYSICAL DEMANDS: The work is primarily sedentary in nature. WORKING ENVIRONMENT: Work is performed in a typical office setting. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-011 position or the equivalent THIRTY (36) months of specialized experience performing or supervising duties such as working experience of budget functions including the interpretation, application and implementation of budgetary principles, procedures and guidelines; providing executive direction and review of budgetary operations; serving as advisor to the senior leadership and top management personnel regarding maintaining a balance in the efficiency and economy of operations; reviewing, consolidating, approving, modifying or disapproving budgetary data and reports submitted for consistency with guidelines; preparing and presenting budgetary briefings with supporting statistical data and manpower requirements; preparing written reports regarding findings and recommends required corrective action; reviewing and analyzing operations to determine causes of variances from budgets, time-phased schedules and cost limitations. NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment.
