The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Air Force programming, budget formulation and execution process and familiarity with the congressional budget enactment process and its impact on the Air Force's budget through the l enactment of annual defense appropriations and national defense authorization bills. 2. Experience working with the Appropriations and Budget Committees of the U.S. Congress. Experience may include work in a Combatant Command or Air Force MAJCOM Commander's Action Group or base level experience developing written responses to congressional members or working congressional visits to DoD or Air Force installations. 3. Knowledge of witness hearing requirements to prepare DoD or senior Air Force leaders for their testimony before congressional committees. 4. Expert knowledge of the congressional hearing process and focus of committees and individual congressional members' interest in issues that will impact the Air Force. Skill in researching, analyzing, and deducting legislation, technical studies, and congressional data and ability to apply to written and oral responses to Congress. 5. Knowledge of congressional dynamics is critical to the preparation of hearing material and congressional inquiry responses. Skill in managing an inquiry database and ability to analyze collected data. 6. Knowledge of formulating and coordinating the Air Force position and budget policy on legislation by expert ability to analyze Congressional report language and statutes. 7. Comprehensive knowledge of the DoD planning, programming, budgeting and execution (PPBE), OUSD Comptroller, prioritization process and financial management statutory and regulatory requirements in order to coordinate the Air Force budget and appeal congressional appropriations legislation counter to Air Force budgetary objectives. 8. Ability to communicate effectively with others both orally and in writing to resolve problems or questions related to work.
