Job Summary: The Department of Agriculture's Office of the General Counsel (OGC) provides legal services to all the agencies within the United States Department of Agriculture. The incumbent serves as a financial manager and directs a program to manage the financial resources of the OGC and Office of Information Affairs (OIA). This includes developing and maintaining a program of financial services (accounting, internal fund control, budgeting and financial reporting) for the General Counsel.

Major Duties:

  • Meets with the General Counsel, Deputy General Counsel, Director of Administration and Resource Management, and top operating officials to advise on OGC’s budgetary and staffing needs.
  • Prepares the annual operating budget for the salaries and expenses account, allocating the approved fiscal year budget to OGC offices for their missions and activities.
  • Monitors operating budgets and prepare midyear and final status of funds analyses with recommendations for reallocation of funds as needed.
  • Meets regularly with the General Counsel, Deputy General Counsel, and Director of Administration and Resource Management to develop and review OGC staffing plans.
  • Represents the General Counsel at meetings with USDA agency representatives and present the General Counsel’s policies on financial administration and operations.
  • Applies knowledge of and adhere to Departmental civil rights policies, goals, and objectives, valuing diversity in all duties and responsibilities.
  • Contributes to a productive and nondiscriminatory work environment through written and oral communications and interpersonal relations.

Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, and specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you to demonstrate all the following: Advising on budgetary and budget staffing needs to leadership; Interpreting budget implications of proposed actions and recommends ways to reduce costs; Preparing annual operating budget for the Agency/Organization which includes salaries and expenses; Monitoring operating budgets and preparing reports for mid-year and final status of funds analysis; Overseeing the maintenance of detailed records and makes periodic analyses of budget obligations; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
