Job Summary: This position will serve as a Branch Chief in the Office of Human Resources Management, Human Resources Services, Benefits and Retirement Center Center (BRC). The BRC provides centralized services for GSA in the functional areas of Benefits, Retirements, Workers Compensation, and some transactional personnel processing. Location of position: GSA, Office of Human Resources Management, Raleigh, NC We are currently filling one vacancy, but additional vacancies may be filled as needed.

Major Duties:

  • As a Branch Chief, Employee Benefits, you will perform the following duties: Ensure transactional processing of benefits is provided and that center employees provide timely data input of hardcopy employee-initiated benefits related forms or agency initiated actions affecting benefits into the appropriate system, and the reconciliation of employee benefits information within databases or reports provided by other agencies to ensure accuracy; and the establishment and maintenance of any hardcopy or electronic files relating to employee benefits. Ensure training and education of benefits are provided to employees and managers, to include delivering information during on-boarding and the New Employee orientation, emailing new employees to introduce them to their benefits counselor, maintaining a web presence, coordinating delivery of training, and communicating with employees via email, newsletters, etc. Ensure benefits counseling is provided. Examples include accessing systems, explaining how employees should fill out forms, assistance during open seasons, etc. Ensure coordination with the HR Service Center Officers and managers to develop or implement local initiatives or actions impacting benefits; provides support in the event of litigation or other third-party actions against the agency regarding any benefits program. Provide direction, lead efforts and establish procedures and policies related to the modification of benefits, retirement and work-life programs and alignment with leading practices. As the branch chief, the employee supervises the benefits workforce and ensure the duties are accomplished with the highest level of quality and in an efficient manner. Assist in the managerial direction of BRC responsibilities through subordinate staff of specialists and technicians. Ensure staff of the BRC are trained to advise/assist employees, managers, and supervisors.

The GS-13 salary range starts at $111,147 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. SPECIALIZED EXPERIENCE: To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing technical expertise, advice, and guidance to management, customers, and other human resources specialists, human resources assistants and support personnel on human resources regulations, policies, and procedures in the area of employee benefits.
