SUMMARY: Supervises the daily bookkeeping activities of the Tax Office to include Property Tax and Motor Vehicle Divisions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Oversees operating procedures to reconcile bank accounts on a regular basis.
Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions.
Generates reports for annual County financial report.
Establishes, modifies, documents and coordinates implementation of accounting and accounting control procedures.
Devises and implements system for general accounting.
Analyzes financial information detailing assets and other reports to summarize current and projected financial position.
Responsible for the security of all remittances, receipts and controlled items received or generated by the division.
Calculates property taxes on a per request basis from the general public.
Invests Tax Assessor-Collector funds according to approved policy.
Manages daily cash flow and available funds.
Prepares property tax collections report for three branch offices.
Trains employees in office procedures and customer relations and evaluates their performance.
Responsible for the accurate disbursement of funds on a daily basis to 34 different taxing entities.
Ensures that personnel/equipment resources are available to meet the demands of the workload.
Plans and directs the work assignments of a Senior Accounting Assistant and Accounting Assistant in the Property Tax and Auto License sections.
May recommend hiring, disciplining, firing, or promoting of an employee to the Chief Accountant, Tax Assessor-Collector.
Performs such other duties as may be assigned.
SUPERVISORY RESPONSIBILITIES: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE: Associate's Degree in Business Administration or a related field supplemented with special courses in property, tax collections and statutes plus three years of experience in automobile and property tax work, two years of which must have involved supervisory responsibility; or High School graduate or GED plus five years of experience in automobile and property tax work, three years of which must have involved supervisory responsibility; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS: Certification as a Registered Tax Assessor is preferred but not required. Texas Motor Vehicle Operator’s License.
OTHER SKILLS AND ABILITIES: Considerable knowledge of Tax Office operations. Familiarity with relevant laws.
Ability to train and evaluate the performance of others.
Ability to establish and maintain effective working relationships with other county employees, officials and with the general public.
Ability to speak and write effectively.
Demonstrated ability or ability to learn to use database software on a computer.
