Job Description:

The AVP will lead the Third Party Risk Management (TPRM) function and is accountable for the independent oversight of TPRM. Responsibilities include:

  • Risk Framework and Policy – Develop, maintain, and communicate the TPRM risk policies and associated standards
  • TPRM Program - Lead the design, implementation, and continuous strengthening of the Enterprise TPRM program, establishing enterprise-level governance, policies, standards, and practices that enhance TD’s ability to effectively engage with third parties in support of its strategic objectives while managing the resultant risks
  • Ongoing Monitoring – Maintain ongoing monitoring standards and scorecard methodology, challenge business monitoring results
  • Regulatory Change Management – Monitor and communicate new and amended third party related regulations
  • Risk Assessment Methodology – Maintain third party risk assessment methodology; monitor overrides, exceptions, and issues; assess reasonability and accuracy of risk ratings; recommend for approval pre-classified low, critical, special category ratings
  • Oversight, Review, & Challenge – Lead oversight, review, and challenge of TD's management of third party related top and emerging risks, the efficacy of key controls, regulatory compliance.
  • Policy Adherence/Monitoring – Provide independent assessment to verify businesses are following TPRM policy requirements
  • Risk Appetite – Establish, maintain, monitor, and report TPRM Risk Appetite related statements, measures, and metrics
  • Risk Measurement/Indicators – Develop, monitor and report third party risk indicators (includes reporting and monitoring at enterprise and business level, concentration risk, senior executive, and Board reports)
  • Risk Oversight Forums – Lead the Third Party Risk Oversight Committee, ensuring top and emerging risks and potential control gaps are identified and flow into TD's Operational Risk Oversight Committee
  • Training – Oversee design, development and delivery of training related to the management of third party driven risks
  • Regulatory Engagement – Communication with the Regulators on all TPRM matters; Manage TPRM Program to meet all regulatory expectations while maintaining positive working relationships with regulators
  • Provide people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all performance issues as required.

Skills and Qualifications:

  • Degree in Business, Finance, Risk Management, Information Systems, Engineering, or a related field; advanced (masters) degree is beneficial
  • 10+ years of progressive experience across Operational Risk, Third Party Risk, and/or Enterprise Risk within a large financial institution
  • Proven experience building, scaling, or transforming enterprise-wide Third-Party Risk Management Program
  • Deep knowledge of third-party lifecycle management
  • Strong understanding of regulatory and control frameworks
  • Executive presence with a proven ability to influence senior leadership and Board‑level stakeholders through clear advice, effective challenge, and sound judgment
