About the role:

The External Manufacturing (ExM) Strategic Alliances Platform team is seeking a highly motivated individual at an Associate-Director level to provide tactical and strategic management of Operations at External Manufacturing Partners in Japan.

The ExM Operations Associate-Director, in partnership with the respective cross functional representatives, will be responsible for ensuring the reliable supply of finished goods from external manufacturing partners (EPs). The Operations Associate-Director is the owner and primary point of contact for all interactions between the Manufacturing Supply organization and the assigned EPs, oversees the relationship with the contract manufacturer and establishes a strong business partnership, as well as boundaries and ground rules of engagement.

This role will manage relationships that are highly complex in nature and of strategic importance for Organon in Japan.

Responsibility

  • The Associate Director, External Manufacturing Operations (Ops AD) is the primary owner of OMS’s relationship with the External Partner (ExP) and point of contact for all dealings between the two parties.  The Ops AD serves as the controller of all information between OMS and the ExP and establishes boundaries and ground rules of engagement.

  • The Ops AD shall serve as “Virtual Plant Manager” for key ExPs to achieve in-depth understanding of the ExP’s systems, capabilities and capacity utilization, and to be actively engaged in the ExP’s operations to ensure reliability of Organon supply chain.

  • To achieve World Class Supplier (WCS) level performances, the Ops AD shall be able to drive global competitiveness on cost and lead-time with 100% compliance for each of the ExP s/he manages.

  • The Ops AD is responsible for all operational related activities and is primary point of contact for: o   Dispute resolution (w/ appropriate escalation)

  • o   Balancing OMS delivery requirements with contract manufacturer’s production plan.

  • o   Materials Management (ERP transactions, Logistics)

  • o   Quality issues (Deviation Management, Product Release, Change Control)

  • o   Technology issues

  • o   Oversight of shop floor production

  • o   Continuous Improvement activities

  • The Ops AD is the leader of the OMS ExM cross-functional Focus Factory Team assigned to each ExP and ensures proper execution of the Tier management process.  S/he may not be involved in all transactional interactions if they can be managed or delegated to a functional area but will be kept apprised of status/resolutions.

  • The Ops AD shall proactively drive risk assessment across the whole value chain s/he is responsible for and shall work closely together with his/her Focus Factory team and ExP to manage and mitigate risks to aim at zero interruption of the supply chain and to ensure 100% compliance in Quality and in Environment, Health and Safety.

  • The Ops AD facilitates the collection of ExP capacity information (e.g. stated capacity, firm capacity, future capacity plans, time horizon / lead times required, comments/concerns, etc.) in preparation for future Assumption Based Reviews (ABRs) and ensures template completion.

  • The Ops AD shall apply understanding of the end-to-end Supply Chain (i.e. design, plan, source, make and deliver), knowledge of cross-functional interdependencies within OMS and an understanding of the interactions with internal sites to achieve operational excellence. S/he shall use knowledge of operational processes to develop and execute programs and initiatives working together with ExPs with sense of urgency to drive for mutually beneficial business results.

  • The Ops AD will work with the responsible function for inventory control.  Depending on the location of goods (at ExP or at OMS), Ops AD ensures adequate documentation of material disposition.  In some markets, EM Operations may need to witness the destruction of goods (to prevent counterfeiting) or have the ExP certify the destruction, per destruction procedures.

  • The Ops AD is responsible for ensuring contract terms agreed upon by Organon and the ExP including, but not limited to, Purchase Orders, Forecasts, Deliveries and Invoice Payments are executed in compliance with the Supply Agreement.

  • The Ops AD facilitates and participates in periodic Business and Relationship Review Meetings. 

  • The Ops AD also evaluates the different types of Risks at the EP, ensuring an adequate Risk Management process is in place for the relationships s/he manages.

  • S/he works with Business Development to support the Evaluation phase by conducting due diligences at potential ExPs.

  • The Ops AD is responsible for ensuring alignment of the Supply, Quality and Technology Transfer agreements, when applicable.

Required Education, Experience and Skills

  • Bachelor’s degree preferably in the Engineering, Pharmacist, or Business Administration and no less than 7-years combined experiences in manufacturing and/or Alliance Management (Operations, Project Management, Quality, Technology, Planning, Supply Chain) function in pharmaceutical industry is a “must have”.

  • Excellent interpersonal, communication, collaboration, negotiation, analytical, and project management skills required. S/he has to demonstrate leadership, problem solving, team building abilities and sensitivity to diverse cultures.  Must possess the ability to work independently or with coaching as needed.  Must be able to gather appropriate information to inform decisions in an ambiguous environment and know when to seek guidance.  Able to be the one face of OMS to the External Partner.

  • Fluency in English is a must.

  • Experience managing multiple Operations / CMOs is a differential.

  • Experience in Business Development is a differential.
