ASSISTANT GENERAL COUNSEL, ENERGY, INSTALLATIONS & ENVIRONMENT (EI&E)

Job Summary: The Department of the Navy (DON) Office of the General Counsel (OGC) seeks an exceptional leader to serve as the Assistant General Counsel (Energy, Installations & Environment). The AGC (EIE) is a special staff assistant and the senior legal advisor to the Assistant Secretary of the Navy (ASN) (EIE). The AGC (EIE) serves as the DON's subject matter expert in all legal matters pertaining to energy, installations, environment, safety, legal and regulatory compliance, and related practice areas.

Major Duties:

  • You will provide expert legal advice and support to the ASN (EIE) and Secretariat staff regarding shore and operational energy; safe and sustainable resourcing of DON installations, facilities, and infrastructure; and environmental stewardship.
  • You will direct the practice of law on behalf of the DON in such areas as environmental law, natural and cultural resources, historic preservation, real property, installation management, military construction, energy, and safety.
  • You will analyze and present interpretations of statutes, regulations, instructions, decisional law, opinions, and policies as the DON subject matter expert in all areas of legal practice pertaining to energy, installations, and environment.
  • You will provide the DON environmental law program with oversight, guidance, and representation and will coordinate DON legal positions on such matters with other federal agencies.
  • You will provide legal support and advice to DON elements engaged in coordination, consultation, and negotiation with DON’s major claimants and federal, state, local, and interstate agency regulators and administrators.
  • You will supervise a staff of senior attorneys and oversee the quality of legal advice on issues within the immediate office.
  • You will advise on complex and specialized areas of law requiring broad knowledge of law, DON administrative practices, and organizational structure.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Ability to analyze and organize complex factual and legal matters for oral and written presentation, including legal work experience demonstrating professional competence through such qualities as sound judgment, initiative, industry, and effective client relationships. TQ 2. Knowledge of and experience in: (a) one or more of the substantive areas of law practiced by this office (business and commercial law, real and personal property, installations, environment, federal employment, fiscal, intellectual property, and associated litigation), especially knowledge of environmental and natural resources law and policy; cultural resource and historic preservation law; laws and policies relating to management, acquisition, and disposal of Federal real estate and real property interests; laws and regulations governing the closure and realignment of military installations; laws and regulations pertaining to installation management and military construction; energy law and policy; safety law and policy; and (b) organizational relationships, missions, and procedures of the DON and DoD. EXECUTIVE CORE QUALIFICATIONS (ECQs): All new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
