You will be part of HPB’s Outreach team, which aims to create a Health Living Environment (HLE) where we make healthy living as part of every day life in Singapore.

We aim to do so by place making, activating communities and empowering community leaders to play a role in health promotion. This transformative project shifts HPB's role from traditional programme provider to community enabler, embedding health promotion into citizens' lived environments across entire neighbourhoods.

We are seeking a dynamic and strategic Assistant Director to spearhead community activation and drive sustainable behavioural change together with healthcare cluster (SingHealth, National University Hospital Systems, National Healthcare Group) and other community partners at the town level.

[What you will be working on]

As a core member of the HLE initiative, you will be responsible for operationalising an innovative approach to community health that reaches the unreached and transforms neighbourhoods into health-promoting ecosystems. This role represents HPB's strategic pivot towards citizen-centric, place-based health interventions that integrate clinical care with lifestyle support anchored in local communities. You will develop skills in translating data insights into clear strategies and practical actions, data storytelling, stakeholder engagement and negotiation, project management, and cross-agency coordination.

  • Lead HPT Standards, Governance and Regional Implementation
    Lead the development and implementation of Healthy Living Environment (HLE) standards and frameworks across the region, ensuring consistent rollout while enabling meaningful local adaptations.
  • Drive Development of Community Activation Resources
    Oversee the design and continuous refinement of community resources, wayfinding systems, and practical tools to support community activation, partner enablement, and seamless resident journeys across online and physical touchpoints.
  • Shape Stakeholder Strategy and Community Leadership
    Build and lead partnerships with grassroots advisers, community leaders, healthcare clusters, and partners to strengthen community ownership, enable ground-up initiatives, and scale local health promotion efforts.
  • Champion Data-Driven Planning and Impact Measurement
    Direct the use of dashboards and national data sources to identify health priorities, guide targeted interventions, and drive measurable outcomes in resident engagement and behaviour change.
  • Provide Team Leadership and Strategic Oversight
    Lead and develop the team to deliver HPT priorities, providing strategic direction, ensuring strong execution, and fostering a culture of collaboration, accountability, and continuous improvement.

[What we are looking for]

  • An ideal candidate will be a collaborative leader with a passion for community health promotion transformation and systems thinking. You should have experience in community engagement, partnership management, or public health programme implementation, with the ability to work effectively across diverse stakeholder groups.
  • While a degree in a specific field is not mandatory, candidates with backgrounds in business administration/management, public health/public policy/public administration, sociology/psychology, health sciences, communications/media, or related field often possess relevant skills. Trained in project or account management is an added advantage.
  • A driven and resilient nature; comfortable with challenges and able to work effectively under pressure, both independently and as part of a team
