Job Summary: About the position: You will serve as the Assistant Director Asset Forfeiture, ES-0340-00, with the Asset Forfeiture Division located in Arlington, VA.

Major Duties:

  • As an Assistant Director for Asset Forfeiture at the ES-0340-00 level some of your typical work assignment may include: Serve as the principal advisor to the Associate Director for Administration on the Asset Forfeiture Program which involves the identification, seizure, management, and disposal of assets seized and forfeited as a result of illegal drug trafficking, racketeering, white collar crime and other organized criminal activities. Manage the strategic, operational and administrative aspects of the United States Marshals Service (USMS) Asset Forfeiture Program. Conduct periodic and comprehensive evaluations of strategic goals and objectives; adjusts or redefines goals and objectives as required. Ensure resources are effectively and efficiently utilized. Continuously analyze program areas to identify problem areas and those in need of improvement. Direct and evaluate special studies for the purpose of determining the effectiveness of the USMS Asset Forfeiture Program. Responsible for the use of government and private sector services to secure, transport, store, maintain, and dispose of seized and forfeited property. Establish processes to support the sale, transfer or destruction of forfeited property as required. Maintain a national inventory of seized and forfeited property. Collect and analyze data related to the costs and benefits of seized property management options, including, but not limited to storage, security, maintenance, and disposition. Responsible for Asset Forfeiture Division budget preparation, review, and defense. Project annual resource requirements and submit requests/justifications. Based on resource allocations, determine which programs and/or projects to initiate, curtail, or suspend. Monitor and justify major program expenditures. Establish cost-accounting and management controls governing the seized and forfeited property in conjunction with the Assistant Director for Financial Services. Responsible for the procedural and financial integrity of the USMS Asset Forfeiture Program. Formulate policies and prescribe rules, regulations and procedures governing the execution of the Asset Forfeiture Program. Oversee the use of internal data quality reviews and audits to ensure nationwide compliance with Policy Directives, standard operating procedures, and established internal controls. Provide policy advice and guidance to investigative and custodial agencies relating to seized property issues.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: MTQ 1: Managed others within a large organization through policy, process, career management, and continuous improvement guidance for the oversight of assets subject to forfeiture. Experience in all phases of the forfeiture cycle, including custody, management and disposal. MTQ 2: Experience in the supervision and direction of a national pre-seizure/financial investigation program. Demonstrated comprehensive knowledge of the forfeiture statutes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
