Job Summary
Reporting to the Deputy Commissioner for the Division of Aging and Community Support, the Assistant Commissioner of Advocacy Services will serve as a member of the BCHD’s leadership team and will lead the Bureau of Advocacy Services that includes the following programs: Maryland Access Point, State Health Information Program, Senior Medical Patrol, Retired Senior Volunteers and Senior Companion Programs. The Assistant Commissioner will also plan and coordinate the agency’s initiatives designed to address elder abuse, neglect and exploitation.
Essential Functions
Successful Candidates should have:
Minimum Qualifications
Education: Have a bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university. Professional certifications may be required.
AND
Experience: Have ten years of progressively increasing responsibilities including 4 years of supervisory experience is required. Professional certifications may be required.
Preferred Qualifications: Master’s degree from an accredited college or university in Public Health, Gerontology, Social Work, Public Policy, or related field. At least five (5) of supervisory experience, in addition to experience managing grants and familiarity with Older American Act funded programs or an equivalent combination of education and experience. Experience in working within governmental entity is preferred.

Equivalency Notes: Have an equivalent combination of education and experience.
Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
