The primary purpose of this position is to support air operations by verifying, analyzing, and shaping airlift requirements through coordination with airlift customers, Combatant Commands, USTRANSCOM, and airlift planners.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of air transportation policies, principles, and practices, aircraft and airlift operational concepts and overall organizational goals of AMC in order to make independent decisions concerning the planning and shaping of world-wide contingency, special assignment airlift missions (SAAM), channel, and exercise airlift missions; thorough knowledge of the mission, organization and work processes of the transportation system throughout the CCMDs, USTRANSCOM, and Air Mobility Command. In-depth knowledge of aircraft capabilities and limitations to include positional and compartmental limitations in coordination with airlift load planning concepts for rolling stock, pallets, passengers, and loose cargo; Knowledge of organic and commercial airlift capabilities, policies, principles, procedures, concepts, configurations and limitations for planning, scheduling, tasking and executing missions; broad knowledge of air operations and airfield restrictions to ensure world-wide scheduling will not conflict, and cargo and passenger movement will not be unnecessarily delayed; thorough knowledge of the Joint Operations Planning and Execution System (JOPES), Global Decision Support System (GDSS), SAAM Request System (SRS), Airlift Integrated Interface (A2I), Interactive Mission Record (IMR), Cargo Movement Operations Systems (CMOS), Consolidated Air Mobility Planning System (CAMPS), Global Air Transportation Execution System (GATES), Commercial Operations Integrated System (COINS), Integrated Data Environment and Global Transportation Network Convergence (IGC), and Integrated Computer Deployment System (ICODES) computer programs to maintain current and correct pre-shaping plans, and to direct required changes to the Mobility Effects and Planning departments; in-depth knowledge of AFMAN 24-604 hazardous cargo classifications and compatibility/segregation requirements; broad knowledge of airlift transportation program operations, management indicators, financial involvement, and related automated activities to provide technical analytical support, reporting and advisory services.; comprehensive knowledge of a wide range of air operations, aerial port operations, and traffic management policies, principles, and practices or in-depth knowledge of a specialized function or support service of traffic management and air operations to plan, identify, analyze and resolve transportation issues and problems; thorough knowledge of Air Force and Air Mobility Command policies and procedures to plan and develop transportation systems or services to satisfy user requirements and to interpret transportation policies, procedures and guidelines; in depth knowledge of Commercial Civil Reserve Airlift Fleet (CRAF) and commercial carrier industry practices and operations along with airlift transportation data to meet user requirements; knowledge of structuring by flattening, running queries, designing database schemas, developing data visualization dashboards, and with simplistic to moderate level of expertise, writing Visual Basic and JavaScript code to support databases created by work cell to conduct analysis; knowledge of qualitative and quantitative business intelligence and techniques for planning, coordinating, analyzing, evaluating and measuring the effectiveness, efficiency and productivity of airlift and air transportation programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military command structure, mission programs, and organizational relationship of air staff and other MAJCOMs and the associated use of deployment and transportation computer systems and processes maintain current and correct pre-shaping plans with the ability to direct required changes to the Mobility Effects and Planning departments. Extensive knowledge of Air Mobility Command airlift, organic and commercially contracted aircraft, aerial port and air transportation operations, aircraft performance capabilities, restrictions, limitations, and policies to include aerial port operations. Extensive knowledge of specific restrictions for DoD passengers and cargo air shipments to a modular configuration and pallet breakdown level, air commodity codes, movement of oversized and outsized cargo, passenger movement codes, and cargo and passenger special handling. Comprehensive knowledge of DoD, Joint, Service, USTRANSCOM and Air Mobility Command directives, regulations, and operating policies as they relate to Air Mobility Command (AMC) air transportation activities supporting Airlift Directorate business lines' practices, plans, concepts, policies, procedures, guidelines, principles, operational concepts, contingency mobility war plans, and functional activities to analyze, interpret and advise on forecasted missions. Skilled in various computer systems and PC-based computer hardware and software that pertain to air transportation, aerial port, and airlift operations and systems required to perform business intelligence (BI) analysis work with the ability to communicate effectively, both orally and in writing. Skill in conducting in- depth transportation studies, analyzing and visualizing findings, and recommending courses of action. Skill in analysis, reporting and extracting data from deployment and transportation programs as part of both recurring and singular air transportation analysis and reporting initiatives. Ability to utilize the current air transportation systems to evaluate requirements performance analysis and changes to improve reliability of airlift forecasting; To visualize complex data analysis in concise manner including business intelligence visualizations, and employ Process Improvement (PI) objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
