The primary purpose of this position is: To serve as a Component Major Command (C-MAJCOM) and Control (C2) mission manager executing airlift, Aeromedical Evacuation, and aerial refueling within the 613th Air Operations Center which augments our ability to apply extensive United States Air Force (USAF) air mobility C2 experience and air mobility aircrew background.

Qualifications: Conditions of Employment continued This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a shift-work position in 24 hours, 7 days per week work environment. Shift work, to include nights and weekends, will be required throughout the year to support various contingencies, exercises, and airlift barrel functions. In addition, work may extended beyond normal hours and over weekends and holidays, should the situation dictate. Incumbent will be required to work a shift designated by his/her supervisor. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) Transportation Operations 2150SPECIALIZED EXPERIENCE: Applicants must have at least one have at least one year of specialized experience at the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to the full range of airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system; knowledge of operations, practices, and policies of airfield management and planning function to develop, integrate, and coordinate airfield management plans and programs; knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, USAF, and federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures, and other air and ground operations procedures; Broad knowledge of peace-time, contingency, and crisis-action execution to deal with varied levels of air mobility and aerial refueling operations. Incumbent must have a considerable degree of knowledge coordinating various air mobility scenarios working with air mobility entities and international organizations located around the world to organize and accomplish the varied, and often times critical, flying requirements of AMC and PACAF. In-depth knowledge of aircraft operational concepts and underlying PACOM goals in order to make independent decisions concerning the coordinating and scheduling of PACAF aircraft flying worldwide air mobility missions. Broad knowledge of air navigation, international flight rules and regulations, the international air route structure, flight characteristics and systems of PACAF aircraft, computerized flight plans, familiarization with the AMC's channel operations, and knowledge of exercise and contingency operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a wide range of airlift and aerial refueling operational concepts, policies, principles, practices, objectives and applicable C2 directives to make independent decisions and recommendations to effectively re-plan, schedule, govern, manage, and direct global air mobility missions. 2. Knowledge of air mobility aircraft operating and aircrew management instructions, limitations, and guidance applicable to re-planning, scheduling, tasking and C2 of air mobility missions to include airlift, air refueling, aeromedical evacuation during peacetime and contingencies; this may include, DV and Executive Airlift Support (EAS) and Operational Support Aircraft (OSA). 3. Technical knowledge of a wide range of automated air mobility C2 mission planning, scheduling, tasking and management tools and systems used in the execution of air mobility missions during peacetime and crises situations. 4. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems related to mission management, re-planning and execution and reporting functions in support of current, immediate, or pending air mobility missions. 5. Ability to plan, organize, and meet deadlines. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
