Job Summary: The Advanced Medical Supply Technician (MST) is responsible for the decontamination, disinfecting, reprocessing, packaging, sterilization, and storage of critical and semi-critical reusable medical equipment (RME). Performs and documents daily operational checks and records for all sterilization equipment and reprocessing methodologies.

Major Duties:

  • The work involves segments of the overall function of the service, ensuring the availability of a large number of medical instrument sets and equipment to medical center clinical service, operating room, dental, and other customers. Duties include but are not limited too: Performs appropriate and safe reprocessing for all RME by strictly adhering to the Quality Management Program requirements. Understands the critical nature of reprocessing RME according to manufacturer guidelines and the significant risk and impact infectious diseases can have on our Veteran population and employees. Suspends the reuse of any RME if there is suspicion that the device was not properly cleaned, disinfected or sterilized according to the SOP and manufacturer's guidelines. Receives contaminated critical and semi-critical Reusable Medical Equipment (RME) in the decontamination area and may receive noncritical equipment in the decontamination area as well. Disassembles and decontaminates the RME by determining and performing the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers, automatic endoscope re-processors, and chemical cleaning/decontamination agents, using service standard operating procedures (SOPs) determined by manufacturer instructions. Thoroughly dissembles and positions all parts ofroutine and complex RME to ensure the removal ofbioburden prior to sterilization for proper cleaning and/or disinfection. Detailed working knowledge of various processes to include receiving RME, inspecting, decontaminating soiled RME instruments and apparatus to include highly complex surgical instruments and endoscopic scopes (examples: daVinci Robotic instruments, open heart instruments, craniotomy) used in operating rooms and in a clinical setting Performs and logs appropriate and safe reprocessing for all RME by strictly adhering to the Quality Management Program. Interprets and assesses instrumentation needs for individual cases and clinic needs. Inspects, assembles, packages, determines and performs (minor and complex instrument sets, scopes, and other instruments/equipment) using the correct method sterilization such as but not limited to Steam, Hydrogen Peroxide sterilizers (VPRO, Sterrad, heat sealers, incubators, etc.), and high-level disinfecting scope automatic reprocessing equipment in accordance with SOPs. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education: (1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None. Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation. (2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. (3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:GS-07 (Advanced Level) (a) Experience. One year of experience equivalent to the next lower grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Detailed knowledge of complex surgical instruments used in operating rooms and clinic settings. 2.Ability to assemble specialty operating room and clinic instrument sets. 3.In-depth knowledge of sterilization and cleaning equipment. 4.Ability to communicate both orally and in writing in order to convey information and thoughts to others. The actual grade at which an applicant may be selected for this vacancy is the GS-07. Physical Requirements: Work requires walking, standing, bending, stooping, and stretching. It may require some lifting and/or carrying heavy items during the course of the work day. Work Environment: Work is performed in an office setting, the SPS work area or other clinical settings. Incumbent is required to wear protective clothing and be subjected to loud noises from machinery and offensive smells. Incumbent must exercise various safety precautions, protective measures/ devices, etc., eg wearing protective gown, mask, and or gloves. Incumbent must carefully monitor the work area to minimize potential exposure to hydrogen peroxide and other hazardous materials, ensuring compliance with OSHA, EPA, VA and local polices and regulations.
