Job Summary: You will serve as a Administrative/Technical Specialist in the Acquisition Liaison Office (TLO Large); Contracts Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $158,322). Major Duties:

  • You will serve as a Team Lead, providing overall guidance and support to contracting officers, contract specialists, and CORs with respect to management and oversight of Government Furnished Property (GFP).
  • You will support the development and implementation of a customer advocate function to support contracts and technical customers with acquisition strategies, procurement package development, and all activities related to GFP.
  • You will assist customers with requirements definition and advising on a multitude of acquisition strategies and policies.
  • You will serve as liaison between technical departments and contracts to share information, solve problems, and shorten procurement timelines while maintaining the Acquisition Best Practices and flow process documentation for procurement packages.
  • You will assist technical customers with understanding the impact of policy changes on acquisition packages and provide training regarding new and revised policy.
  • You will support the 02T Division Head in preparing for internal and external audits (e.g. NAVSEA 02 Procurement Surveillance Program) and data calls.
  • You will collect, analyze, and report metrics related to acquisition, procurement packages, and GFP performance and compliance.
  • You will assist in interpreting external policy (DoD and Navy), developing and implementing internal operating procedures, and maintaining databases and repositories of policies, training, and internal operating procedures.
  • You will provide guidance and timely assistance to Contract Specialists, Contracting Officers, CORs and Technical personnel by answering procurement package and GFP and Contractor Acquired Property (CAP) related questions and resolving issues.

Qualifications: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist soliciting, evaluating, negotiating, awarding, or overseeing various types of contracts and special provisions to include the DoD or Navy Government Furnished Property regulations or policy. Examples of specialized experience may include: (1) Planning, leading, and executing the development of acquisition documentation to include SOWs, IGCEs, and Acquisition Plans; (2) Developing and leading training on acquisition related topics (GFP, acquisition documentation, FAR/DFARS, etc.) for acquisition personnel; (3) Developing and documenting acquisition related processes and procedures or leading acquisition process improvement initiatives; (4) Coordinating with outside organizations to establish policies and procedures that impact multiple distinct organizations; (5) Advising technical personnel on contract and procurement strategies and approaches; (6) Interpreting, applying, and providing advice on overarching acquisition policy such as FAR, DFARS, and NMCARS; (7) Leading efforts to respond to data calls or support internal or external audits such as Property Audits, Procurement Surveillance Program, Integrate Risk Management, etc.; (8) Utilizing expert level knowledge to interpret or apply GFP policies and regulations.
