Salary Range: $121785 - $187093 Per Year

Job Summary: You will serve as an Administrative/Technical Specialist in the Workforce Development Branch; Human Resources Division; Corporate Operations Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $158,322). Major Duties:

  • You will serve as the lead for Leadership Development, responsible for the overall execution and success of the program.
  • You will manage all program-related issues and questions, for both vendor-offered and internally taught courses.
  • You will develop goals and measure progress, making recommendations to the Workforce Development Branch Head and Command.
  • You will manage the External Leadership Program, establishing procedures to ensure approved opportunities are processed accordingly, often across multiple organizations, commands, and agencies.
  • You will assess and plan training needs for the supervisory workforce.
  • You will gather and evaluate metrics from training courses and adjust programs as needed.
  • You will analyze data for trends and compares to industry and past performance for continued improvement.
  • You will ensure a pool of instructors are adequately trained and available, review credentials, evaluate/monitor delivery, and make recommendations for improvement.
  • You will develop a budget and monitor execution.
  • You will ensure that vendors meet contractual training requirements.
  • You will participate in budget-related meetings and training needs assessments.
  • You will oversee scheduling of all courses to ensure maximum throughput and efficiency.
  • You will be responsible for ensuring participants receive high attention and excellent customer service.
  • You will be responsible for the assessment, design, and implementation of a commandwide strategic succession planning program focused on future organizational needs and supporting the continuous development of a highly technical workforce.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector managing, developing, or coordinating command wide employee workforce development programs or initiatives for an organization. Examples may include identifying skill gaps and deficiencies or evaluating progress of program performance and providing recommendations for improvement.
