Job Summary: Incumbent serves as the Administrative Support Assistant for the Clinical Engineering service at the Amarillo VA Health Care System and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Clinical Engineering programs and activities across the full jurisdiction of the health care system. The Administrative Support Assistant coordinates and implements all the administrative activities of the service.

Major Duties:

  • Major Duties: Maintains responsibility for all service correspondence. Prepares, edits and archives all official correspondence requiring the Chiefs signature or approval. Prepares and updates the Annual Operating Plan. Reviews and updates all Standard Operating Procedures (SOP) related to Clinical Engineering. Submits and monitors/reviews work orders. Serves as the Contracting Officer Representative (COR) for the Clinical Engineering Service and Emergency Management Program. Coordinates the personnel management program for Clinical Engineering Service, performing or overseeing all aspects of human resources requirements. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval. Oversees the activities and purchasing records of Clinical Engineering staff approved to hold and exercise procurement actions for goods and services in support of Clinical Engineering operations. This includes responsibility for review and approval of purchase card reconciliations throughout Clinical Engineering. Prepares presentation materials related to financial, space, and equipment programs. The position requires a wide range of data analysis methods in order to assess impact of actions across multiple, varied, and complex processes and systems to gauge the overall statistical and quality objectives. of the medical facility mission, functions, goals and objectives; organizational structure and individual program responsibilities; and relationships with the service level organizations in order to conduct reviews and evaluations regarding medical facility operations and activities as they relate to the Clinical Engineering program. Must be skilled in oral and especially written communication to effectively deal with interactions with officials within Clinical Engineering, HCS, VISN, and VACO offices. Responsible for providing expert advice on procurement issues and for seeing that procurement regulations are understood and adhered to. Serves as the Control Point Official for numerous fund control points and acts as the Approving Official and/or Alternate Official for purchase card holders in the subspecialty sections of the Service. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Advises Chief and supervisors of human resources award procedures, policies, and processes for deserved recognition for their employees. Completes and reviews reports; analyzes trends, timeliness of processing actions, and status of numerous actions and identifies deficiencies or discrepancies; recommends plans to improve efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions. Assigned to various committees within the service and Medical Center including special task forces as required.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must possess one year of specialized experience, equivalent to at least the GS-5 level in the federal service, that equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes applying basic management principles and administrative procedures to support studies, data collection, and program evaluation activities; Ability to gather, track, and analyze data to identify trends, assist with workload measurement, and support assessments of program effectiveness and compliance; Preparing routine reports, summaries, and briefings, and communicating information clearly with staff and stakeholders; Working knowledge of healthcare operations, quality management processes, and regulatory requirements; Using computer applications (e.g., Microsoft Office and data systems) to compile data, maintain records, and generate reports; and Ability to manage multiple tasks, meet deadlines, and support process improvement efforts within a team environment.
