Job Summary: The Administrative Officer plays a key leadership role in the Medical Care Service Line at the Salem VA Medical Center. In this role, you'll partner with the Service Line Chief to guide administrative, operational, and planning activities. You'll oversee essential functions, improve processes, and help ensure smooth, effective care for our Veterans.

Major Duties:

  • Provide administrative management and function as an advisor to the Chief, MCSL on administrative issues related to healthcare delivery and implementation of clinical programs. Issues related to staffing, budget, space, equipment and the care environment are resolved through negotiation, monitoring, evaluating, analyzing, planning and implementation of strategies to further the mission and goals of the service line, VAMC, and VISN. Maintaining statistical data for decision-making purpose; developing and monitoring cost effective programs; developing policies as appropriate and developing methods and tools to scientifically evaluate program activities and effectiveness. Coordinates activities, performs analytical trending and evaluative work associated with service departments. Maintains confidentiality of all office matters and executes discretion in the release of all information. Participates with section supervisors in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. The incumbent reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. Represents management at labor management meetings, provides information, and resolves conflicts and /or. problems that may arise and assures management officials are familiar with the negotiated agreement. Incumbent listens to problems and concerns of Medical Center employees and helps when possible or secures advice from Personnel Services. Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access and VHA databases to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 5/14/2026 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience supporting healthcare operations or comparable service-delivery environments. This includes knowledge of healthcare delivery systems, staffing coordination, and processes related to patient care services. Experience performing administrative functions such as timekeeping, project coordination or management, and process improvement activities. Experience reviewing and analyzing incoming requests or information, determining appropriate actions, and providing recommendations or alternatives based on an understanding of organizational operations, personnel policies, budget considerations, and work priorities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
