Job Summary: The incumbent functions as the Administrative Officer for Engineering Service, Cincinnati VA Medical Center who plans, administers, and coordinates administrative services within Engineering Service. This includes Engineering compliance management, budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, equipment management, policy management and information systems.

Major Duties:

  • The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Develops programs, projects, and studies to ensure that the administrative programs are successfully planned, developed, and implemented, develops and administers quality program management strategies, goals, long range objectives, and techniques to fit the operations of the service, develops criteria for evaluating the effectiveness of these programs, projects, or studies, as well as options, recommendations, and conclusions to improve these programs, coordinates with multiple parties at different levels within the VA to include different sections within Engineering Service, services outside of Engineering, the VISN and agencies outside the VA Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality both internal to Engineering Service and external to Engineering Service Assists managers and technical specialists in identifying business areas with potential for significant quality improvement. Facilitates innovative application of best practices and quality management methods Assures all policies and standards are met with the implementation of the contract compliance program and provides all software updates, encrypted data transmissions, and other information as requested by VA Central Office (VACO) Coordinates the completion and submission of a variety of reports for Engineering Service, ranging from intradepartmental to interagency utilization Responsible for the management of the facility's wireless temperature, humidity, and pressure monitoring system (Checkpoint) Provides technical and administrative supervision to a group of employees performing work at the GS-5 through GS-11 level and provides administrative and technical supervision necessary for accomplishing the work of the unit Is responsible for meeting the standards for documentation, reconciliation, and approval of the purchase cards as set forth by VA Handbook 1730.1 Responsible for ensuring all contract requirements are met, working with the various Service Chiefs and Managers to resolve issues with the lessor, and requesting proposals through the Contracting Officer when changes are required and serves as the designated COR on Engineering Service Contracts and is responsible for the timely submission of service contract requirements Serves as the organization advisor and liaison on human resources matters by coordinatingorganizational needs with human resources office requirements; directing the initiation of personnel actions; and facilitating the accomplishment of various human resources management programs Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the acquisition, retention, motivation, development, and use of human resources needs and problems Identifies and researches problems in administrative and clerical support areas including the distribution and changes in permanent, full time, part time, and temporary employees. Recommends changes in the structuring of work to justify position classification requirements and to optimize position management of administrative and clerical work. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: Must possess knowledge of the principles of health services administration, including an understanding of the concepts of medical care organization, organizational behavior, budgetary management, and statistical applications; knowledge of the principles of Engineering Services which includes an understanding of the organizational structure and behavior of various disciplines including: Carpentry, Electrical, HVAC, Plumbing, Boiler/Chiller Operations, Design and Construction, Biomedical Engineering, Interior Design, and transportation; knowledge of engineering and environmental terminology to communicate effectively with service level staff as well as top management personnel; the ability to function independently and as a team leader in overseeing day to-day operations and other programmatic activities; experience in personnel management including methodologies for determining unit costs, procedures for forecasting workload, and the principles of cost benefit analysis to analyze the effectiveness of service contracts and various programmatic functions; knowledge of Budgetary Management Systems to request supplies and services approve acquisitions, process payments, and monitor control point activity; knowledge in the principles of quality management within the health care industry to implement, evaluate, and improve an effective quality management program; knowledge of File management systems to perform inquiries, searches, and print outs as required for financial and quality management; in-depth knowledge of computerized maintenance management systems for work order and asset management for generating reports; knowledge of policies, procedures. and regulations, as well as standards established by the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and other various national, State and municipal codes and standards is required to ensure compliance with all environmental laws and regulations, and skilled in effective written and oral communications with subordinates, peers, and higher-level management including the ability to prepare presentations and to write reports in responses to specific of general inquiries. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR, Combination of Education and Specialized experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
