Job Summary: The position serves as the Administrative Officer for the Primary Care Outpatient Clinics located in Alexandria, Louisiana. Duties includes planning, organizing, and directing the outpatient health care delivery system as well as analyzing, evaluating, coordinating and managing administrative and clinical activities.

Major Duties:

  • Duties may include: Evaluates, processes and makes recommendations for effective organizational changes. Performs organization analysis to ensure the ideal structure, effectiveness, and efficiency. Utilizes system redesign methodologies such as lean thinking, value mapping and work flow analysis, etc. Formulates presents, executes and analyzes primary care service budget. Responsible for developing annual budget formation and/or execution process Monitors budget allocation and execution to ensure that operating program objectives are met. Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center, budget analysis, projecting and forecasting, operation and staffing analyst, PACT Team and Veteran relations. Work Schedule: Monday through Friday; 8:00am-4:30pm; Subject to change based on the needs of the facility. Telework: Not Available. Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide administrative management for a clinical service by independently coordinating scheduling operations, monitoring workflow efficiency, and ensuring compliance with VHA directives, access standards, and performance expectations; Apply advanced Medical Support Assistant expertise to oversee appointment accuracy, encounter completion, scheduling audits, and patient flow coordination, resolving complex scheduling issues that required interpretation of VA policies; Manage and maintain clinic grids and provider templates at an independent level, including building, adjusting, and auditing profiles to ensure accurate appointment types, capacities, and alignment with clinic resources and access goals; Supervise administrative and scheduling staff by assigning work, providing technical guidance, conducting training, and evaluating performance, while addressing workload issues and resolving process gaps to improve service delivery; and Analyze operational, scheduling, and workload data to identify trends, recommend process improvements, and prepare reports that informed leadership decisions regarding staffing, clinic access, and resource allocation. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary, but may require some walking, standing, bending, and carrying of light items, such as books and papers.
