Job Summary: The position is in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network, Fayetteville NC VA Health Care System, Dental Services. The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, logistics, and a variety of related administrative matters in support of the Dental Clinic

Major Duties:

  • The incumbent serves as the primary resource person responsible for providing administrative leadership and coordination, both within and outside of Dental Services and the medical center, as appropriate. As the Administrative Officer the incumbent will review and evaluates guidance on various functions and procedures, identifying problem areas and carrying out or recommending actions to improve procedures, processes, programs, increasing efficiency, eliminating problems, and conforming to policy requirements. Compiles information and prepares administrative reports for leadership briefings and sharing with partners and stakeholders. Provide full staff assistance on administrative matters by overseeing and facilitating the administrative management for the Office. Works independently to develop and plan strategic processes in compliance with directives, concerning administrative matters. Designs and execute policies and procedures to manage administrative and personnel related functions. Participates in management meetings, makes recommendations that influence decisions. Regularly advises and assists the Chief and Assistant Chief of Dental in problems involving the day-to-day functioning of the service. Conducts special study or research to resolve administrative problems. On completion of such studies, the incumbent presents observations, conclusions, and recommendations for implementation to Dental Service leadership. The incumbent provides appropriate follow-up procedures, evaluations, and documentation. The incumbent is responsible for quarterly safety inspections for the service and submits reports to the FVACHCS safety officer. Also serves as the service Hazard Communication Coordinator maintaining a chemical list and coordinates hazard communication training to staff with the Industrial Hygienist Serves as the COR II for the Fayetteville, NC dental building lease including quarterly reporting to the contracting officer, maintaining accurate records, obligation of funds, and communication with the lessor regarding requests and/or performance. Functions as the COR for all equipment requests generated within the service and along with the subject matter expert develops the SOW (statement of work) for package submission to contracting. Responsible for all equipment assigned to the service and conducts an annual inventory and validates the IEL (Inventory Equipment List), as well as initiate all repair, replacement, new acquisition, and disposal of equipment according to VA policy Plays a central role in developing and coordinating internal review systems to ensure that both clinical and administrative activities are compliant with VA and accreditation oversight such as OIG and Joint Commission Provides technical review of information required for input into several electronic databases, which might include Microsoft Outlook, Excel, Word, PowerPoint, or Access; VATAS, etc. Maintains employees 6-part folder, recruitment activities, employee relations, performance appraisal process, employee awards, pay/leave administration, credentialing, and licensure. Takes a role in maintaining and updating the Office website, Share Point, databases, and shared computer drives Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 7:30am-4:30pm Telework: This position may be authorized for telework. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2026 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate operations); knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources such as budget, procurement, Human Resources, Joint Commission, travel, and time and leave; knowledge of work processes and administrative operations to increase organizational effectiveness; developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations; assisting in the development of and changes to policies and procedures at the local level while adhering to National Directives; analyzing problems and presenting written and oral recommendations, taking into full consideration the wide range of factors and requirements applicable; coordinating a credentialing and privileging process and reconciling contradictory requirements; adjusting to changes in policies, procedures, and work deadlines; leading or participating in interdisciplinary team development and task accomplishment; communicating verbally with a variety of people from different backgrounds and different levels of understanding; and using computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access, and other databases to extract and organize data, produce letters/memorandums, and prepare a variety of working documents.
