The primary purpose of this position is to serve as the Administrative Officer, AFOSI, Detachment102 with comprehensive responsibility for personnel, comptroller, logistics, communications, computers, information services functions, evidence, and investigations assistance.

Major Duties:

  • Plans, organizes and executes mission support activities and management services. The position provides administrative support and management services such as development of goals and objectives that integrate the organization to the mission support objectives. Serves as the AFOSI Detachment's Financial Resource Advisor: The position serves as a member of host base financial working group and the Detachment Commander's spokesperson on the status of unit funds. Performs systems, local area network, (LAN), and computer system administration duties: Incumbent provides management oversight and supervision of all communications processes, computers, and information system programs in direct support of all detachment personnel. Serves as the primary evidence custodian for AFOSI, Detachment 102: The position serves as the primary evidence custodian and maintains the detachment evidence log. Serves as an Investigative Assistant for Detachment 102: The position is responsible for assisting Detachment 102 special agents with requests for criminal, fraud, and counterintelligence investigations.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) working with concepts, principles, practices, laws, regulations, and policies of mission support multidiscipline of the investigative services required to protect personnel and assets worldwide, (2) working with personal computer equipment, internal computer processes, applications, and utility programs, a wide range of analytical and diagnostic methods, procedures, and principles, (3) working with budget and financial management regulations, practices, procedures, and policies related to financial management activities, interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget accounts, and (4) working with agency procedures and regulations covering the review, validation and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, reports, and resolve problems such as validating expenditures, justifying out-to-cycle requirements, verifying the accuracy of budgetary data, adjusting discrepancies, and preparing recurring and special reports, and funding limitations and policies to notify others of possible violations of procedural and regulatory requirements. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of financial, personnel, logistics, communications, computers, and information management processes. Ability to develop resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and automated data processing and networking standards, policies and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. 3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transaction under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents and reports. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. 5. Knowledge of handling evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect air assets worldwide. 6. Ability to communicate effectively both orally and in writing, train users, and provide assurance to customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
