Job Summary: Employee will serve as an Accounting Technician within Fiscal Services located at the West Texas Veterans Administration Healthcare System (WTVAHCS) in Big Spring, TX. Will also provide Accounting support for the Community Based Outpatient Clinics (CBOC).

Major Duties:

  • ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to perform and maintain a complex double entry commercial type accounting system integrated with governmental type accounting. Duties will include, but may not be limited to the following: Examines, verifies, and maintains transactions for services, supplies, real property, and adjustments for all appropriations. Enters obligations, receiving reports, contracts, travel orders/expense reports, and various other procurement documents for obligation. Processes payments to vendors, including tracking system payments utilizing knowledge of accounting entries and their effect on the General Ledger and how they affect all financial records. Assigns and/or verifies proper appropriation and limitation, fund control point, cost center, budget object code, accounting classification code (ACC) to ensure overall expenditure controls are maintained in appropriate computer database systems. Maintain various control point funds. Trains personnel in the use of accounting programs. Serves as an alternate agent cashier, performing Performs cash management duties. Maintains complex spreadsheets and balances fund control point differences. Formulates data to illustrate convoluted relationships between accounts. Researches accounts and historical data and providing detailed explanations. Researches credits, inquiries, or discrepancies related to billing. Perform other duties as necessary. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework (Ad-Hoc): This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications: SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes applying financial regulations and procedures, accounting codes and terminology to enter and maintain general ledgers, conduct account reconciliations and balance fund control points, resolve discrepancies, process payments; and using financial/accounting computer systems/databases. PHYSICAL REQUIREMENTS: work is mostly a sedentary nature, but some bending, stooping, lifting (less than 40 pounds) and standing are required. The employee must be mentally alert.
