The primary purpose of this position is to serve as a Lead Staff Accountant. The incumbent requires mastery expertise in all aspects of professional accounting services and government accounting including the budgetary process, funds control, disbursements, reporting and specifically those activities and requirements relating to CFO requirements and compliance.

Major Duties:

  • - Apply mastery of a professional knowledge of the theories, concepts, principles, and practices of accounting and financial management sufficient to conduct complex and difficult assignments as the USAFE Lead Staff Accountant. Be responsible for developing, coordinating, and evaluating accounting reports, procedures, and operations, and providing qualitative and quantitative decision support to the decision maker, affecting subordinate units and HQ USAFE/ AFAFRICA. - As the agency's accounting authority, serves as the command SME responsible for establishing and monitoring risk and internal control systems such as Financial Improvement and Audit Readiness (FIAR) and the ManagementInternal Control Program (MICP) for complex and critical matters. - Develops and maintains a complex of automated subsystem to produce accounting and financial information on atruly worldwide system. Develops, reviews and evaluates new information such as policy statements, regulatory directives, and legislation to identify their effects on the execution of financial accounting systems, the need to establish new/modify existing systems as well as changes in business processes. - Serves as the Lead Staff Accountant for the HQ USAFE/AFAFRICA/FM team. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes possesses a mastery of a professional knowledge of the theories, concepts, principles, and practices of accounting and financial management sufficient to conduct difficult assignments involving interfaces and inter-relationships between and among programs, systems, functions, policies, and various issues and to function effectively as the USAFE Lead Staff Accountant. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of accounting practice, methods, and techniques and generally accepted accounting principles and standards. 2. Knowledge of Air Force, DoD, Treasury, OMB, OSD, DFAS-HQ and other government agency policies, procedures, and regulations. 3. Knowledge of financial management systems and practices. 4. Ability to gather, assemble, interpret, and analyze financial data. 5. Ability to present financial data in written reports, statement, and briefings. 6. Ability to use computer operations, electronic communications, spreadsheet analyses, and database creation and utilization to prepare reports, schedules, and statements. And ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
