Job Description

The Manager, Policy role provides advanced, multi-jurisdictional policy and legislative expertise in support of the Government Affairs and Public Affairs teams. The position serves as a trusted advisor by driving deep analysis of legislative and regulatory developments across key states and at the federal level, shaping consistent policy positions, and informing advocacy strategy. This role will ensure that government and public affairs teams have authoritative, timely, and strategically informed policy insights, enabling effective engagement with legislators, regulatory, and external stakeholders.

Key Responsibilities

•    Serve as a subject matter expert providing centralized policy and legislative analysis needed for Government Affairs and Public Affairs activities across all jurisdictions.
•    Direct the monitoring, interpretation, and prioritization of multi-jurisdictional legislative and regulatory developments; assess impacts using advanced analytical frameworks, and scenario evaluations. 

•    Provide strategic recommendations to support advocacy efforts, regulatory positioning, and cross-functional decision-making. 

•    Track, analyze, and synthesize federal and state legislative and regulatory developments, assessing potential impacts to Washington Gas, SEMCO and AltaGas operations and strategic priorities.

•    Conduct in-depth policy research and analysis to support advocacy positions, regulatory strategy, and external engagement efforts.

•    Prepare high-quality written materials, including policy briefs, issue analyses, summaries, and draft legislative language, to inform internal stakeholders and external engagement teams. Translate complex regulatory and policy concepts into actionable guidance for senior leaders and frontline engagement teams. 

•    Coordinate policy positions, and messaging across multiple states and federal affairs counterparts to ensure consistency, accuracy, and alignment with enterprise objectives and approved advocacy strategies.

•    Collaborate with government affairs, regulatory, legal, and communications teams to inform on timely policy insights and technical expertise that enable effective advocacy and stakeholder engagement.

•    Maintain expert understanding of evolving energy, utility, and public policy issues; proactively identify emerging threats and opportunities across jurisdictions.
 

Education

• Bachelor's degree in Political Science, Business Administration or related field is required.

• Master’s degree is preferred.

Work Experience

• 7+ years of experience in corporate public affairs, policy or a related field is required. 
• Prior experience working in utilities, or energy sector is preferred, but required. 

Skills and Abilities

• Demonstrated working knowledge of federal, state, and local legislative processes.
• Proven ability to use computer software and applications, including Microsoft Office, to share, retrieve, research and present business information.
• Demonstrated ability to negotiate successfully with state and community leaders to achieve desired business outcomes.
• Demonstrated ability to evaluate multiple scenarios and implement effective solutions to broadly defined business problems.
• Demonstrated ability to present complex ideas logically and concisely to diverse audiences at all organizational levels both verbally and in writing.
• Demonstrated high level of business acumen and knowledge of business strategy, process and energy industry policy issues.
• Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, and peers.
• Demonstrated ability to influence/winning support of government personnel and local and regional business representatives.
 

We offer a competitive salary range of $114,700 to $166,450 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
