This position in Meter Services oversees the installation, maintenance of over 308,000 city water meters. Meter Services is responsible for the manual and remote meter reading activities and field delinquency activities. Meter Services provides exceptional in-person customer service while also performs over 247,000 work orders annually.  The position works with various internal customers to navigate and lead resolutions to sensitive and complex issues.  Performs research and data analysis of customer water usage for customer resolution and reporting. Oversees and maintains the health of the Advance Infrastructure Metering (AMI) System. 

Minimum Qualifications:

  • Bachelorโ€™s degree from an accredited college or university with major coursework in engineering, chemistry, biology or a related field
  • Six (6) years increasing responsible experience in water utility construction, administration and water metering operations and maintenance
  • Two (2) years in a Supervisory/Management role
  • Valid Texas Driver's License
  • Water Operator License Class C

Preferred Qualifications:

  • Extensive Customer Service experience
  • Proven leadership skills
  • Problem Solving and analytical skills preferred
  • Operational knowledge of the AS400 or other similar billing systems
  • Operational knowledge of Reginal Network Interface (RNI)
  • Knowledge of MDMS (Meter Data Management System)
  • Operational knowledge of Work Order Management systems
  • QA/QC and Meter Read Validation
  • Microsoft Office Word and Excel skills
  • Operational Knowledge of Advanced Metering Infrastructure (AMI) or Automated Meter Reading (AMR) technology
  • Operation Knowledge of Smart Phone Meter Reading (SPMR)
  • Ability to read engineering drawings, site plans, and water & sewer maps
  • Knowledge of water metered service types
  • Project Management
  • Knowledge of Geographic Information System (ArcGIS)

The Water Systems Superintendent job responsibilities include:

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations
  • Manages a diverse work group of field and office personnel
  • Assumes management responsibility for assigned services and activities of the water metering system including planning and supervision to accomplish the construction, operation, and maintenance of water meters while serving a liaison for the division with other divisions, departments, outside agencies, and customers to resolve complex and sensitive issues
  • Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned water operations and programs; recommends and administers policies and procedures
  • Coordinates and supports development community driven projects as they relate to new water services with Inspections Services
  • Maintains optimal operational large meters/vault/valves for commercial and industrial customers
  • Coordinates with the water utilityโ€™s Design Services section on maintenance, replacements, and upgrades of detreating meter vaults to meet current standards
  • Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned water programs/special projects, service delivery methods and procedures; works with employees on the continuous improvement of meter services
  • Participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, vehicles and equipment, materials and supplies; monitors and approves expenditures; implements adjustments
  • Manages annual contract for meter testing and replacement program; includes residential, commercial and industrial
  • Manages and maintains the health of the Advanced Metering Infrastructure (AMI) system; maintaining water meter to endpoint and radio frequency (RF) communication; manages meter installer activities related to AMI; troubleshoots communication failures
  • Resolves high level customer service issues โ€“ Internal and External
  • Compiles and analyzes meter related data, creating reports, correspondence and related administrative documentation, including State reporting

Working Conditions and Physical Demand

Sedentary Work โ€“ Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects.
