Job Summary: The incumbent serves as Voluntary Services Officer (Assistant Chief) with the Center for Development and Civic Engagement (CDCE)/Voluntary Service in VA Northern California Health Care System. The CDCE incorporates Voluntary Service, Philanthropic Engagement, and Partnership Solutions; responsible for the management and execution of a diverse portfolio of enterprise-wide programs, activities and services in support of VA's overarching goals and priorities utilizing community resources.

Major Duties:

  • Major duties include but are not limited to the following: Plans and leads philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes. Assists in all aspects of the development, coordination, and management of the CDCE/Voluntary Service Office to include, but not limited to, planning, establishing and implementing policy; developing short and long-range program goals and objectives; and managing, evaluating, and coordinating (internal and external) resources of across the service. Act in place of the Chief, CDCE/Voluntary Service when needed to collaborate with Department-level organizations to support national initiatives that involve community partnerships designed for execution at local facilities or in support of large-scale national programs, providing evaluation and recommendations to further program impact and long-term success. Provide oversight under the direction of the Chief, CDCE/Voluntary Service for all of the organization's general post funds and in-kind development activities, conduct and analyze routine needs assessments, manage the day-to-day operations of the philanthropic development activities, and monitor all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts. Plans and executes a variety of complex internal and external special events, including VISN-wide and national events where the local facility is a key host or sponsor, or responsible for securing major monetary or in-kind donations and volunteer support. Ensures the compliance with such for employees assigned by the Chief, CDCE/Voluntary Service for oversight of individual volunteers. Oversees the implementation of the strategic and operational plans developed by the Chief, CDCE/Voluntary Service. The incumbent leads and analyzes consultations with services across the healthcare system, agency representatives (including VHA, VBA, and NCA), and community officials to publicize, analyze, and recommend improvements for programs. Under the direction of the Chief, CDCE/Voluntary Service, the incumbent is responsible for fiscal management and accountability, including assisting in the preparation and ongoing monitoring of an annual operating budget. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and administering a volunteer program, to include recruitment, placement, and evaluation of personnel; using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; serves as a local subject matter expert on volunteer and donation management; publicizes a program to recruit volunteers and accepting gifts and donations while abiding by laws and/or regulations; and implementing and planning special events in the community and implementing national initiatives to advance the program mission. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. You must have an combination of specialized experience and education in excess of a master's or equivalent graduate education only. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Work is typically performed in an adequately lighted and climate-controlled office. Requires occasional travel, local and national; movement between worksites include outpatient clinics, VBA regional offices, or national cemeteries. Extended evening or weekend work hours may be required. Work may also take place in a variety of settings including outdoor in various temperatures, crowded conferences or conventions for outreach and other events.
