Job Summary

GCA is seeking a proactive and creative video content manager to lead the development and delivery of their video strategy, producing high-quality video and live stream content, and helping to shape and communicate important messages. You will work closely with stakeholders at all levels to understand strategic business priorities and use your experience and expertise to create innovative video content that engages and informs employees, customers and suppliers. This fantastic opportunity sits within the marketing and communications team. We use our expertise and knowledge to create insight-led internal and external marketing and communications strategies; protect our reputation and help increase brand awareness and brand recall. 

Key Accountabilities:

  • Lead on the creation of visually engaging video that supports organisational priorities and meets the needs of diverse internal and external audiences

  • Lead the planning, technical set-up, and end-to-end delivery of regular live streaming events to all colleagues, including developing the organisation's live events strategy and capability within GCA

  • Independently co-ordinate filming, lighting, and sound recording during live video shoots and live streaming events, producing high-quality, on-brand creative content, managing all post-production editing, including colour correction, audio mixing, and adding graphics. 

  • Lead on the development of our video strategy and manage our YouTube channel whilst also develop and maintain the organisation’s video content archive. 

  • Willingness to frequently travel across the country and work in a flexible way, often outside of civil service core business hours for the purpose of event delivery.

  • Ensure video content adheres to brand and accessibility guidelines, maintaining a consistent and cohesive style and tone.

  • Set performance metrics and assess the impact of video communication, with a focus on strategic outcomes and impact

  • Use your specialist technical expertise to build our in-house creative capability and provide expert advice on branding and creative content, reducing reliance on external agencies 

  • Act as a brand ambassador ensuring our content reflects our unique voice and values, and all materials produced are inclusive and accessible

  • Stay up to date with emerging trends, tools and techniques in digital and video creation, and apply this knowledge to your work, being alert to emerging issues and how they might impact

Our Assessment Process:

We have designed a three-stage process to find the right creative lead for our team:

Stage 1: Application & Personal Statement
We will assess your CV and a personal statement against the essential criteria

Stage 2: Technical Pre-Sift (The Visuals)
Successful candidates from Stage 1 will be invited to submit links to their work. This must include:

  • A showreel of relevant work (up to three minutes).

  • One specific video (up to 60 seconds) showcasing a single project from start to finish.

Stage 3: The Interview
The final stage is a formal interview where we will discuss your technical experience (video/highlight reel) and assess you against four Civil Service Behaviours:

  • Communicating and Influencing

  • Managing a Quality Service

Essential Criteria (to be assessed at application stage):

  • Proven creative videography experience, including hands‑on filming with minimal crew and editing for digital platforms, using professional video equipment and industry-standard editing software (e.g. Adobe Premiere Pro, Final Cut Pro)

  • Experience planning and delivering live streaming events, including managing all technical elements and coordinating those involved in the broadcast

  • Significant experience delivering high‑quality video in fast‑paced, high‑profile settings, involving senior stakeholders up to and including Board members and Ministers

  • Experience developing comprehensive video strategies aligned with organisational objectives and using metrics and analytics to measure success and impact

  • Extensive experience leading shoots independently and tailoring imagery/footage to different platforms and audiences

Working flexibly, delivering outcomes

GCA operates a smarter working model that balances flexibility with collaboration. Successful candidates are expected to spend at least 26 days per quarter (approximately 2 days per week, pro-rata) at their contracted office, another GCA site, or off-site for meetings. For the remainder of the time, you may work from home or another suitable location that meets business needs.

Selection Process

A reserve list may be held for up to 12 months, which the Civil Service may use to fill future suitably similar vacancies across government for candidates who are considered appointable following interview.
