This role serves as the strategic and operational support of the Technology organization, acting as a trusted advisor and key partner to the CIO. It leads enterprise-aligned technology strategy, financial stewardship, workforce planning, and vendor optimization to ensure technology investments deliver measurable business value. The position drives operational excellence through an enhanced operating model, standardized processes, and rigorous performance management. Additionally, it oversees executive reporting, communications, and change management to strengthen alignment, visibility, and accountability across the technology portfolio. This leader brings structure, discipline, and strategic clarity to a complex organization while enabling speed, accuracy, and outcomes.
Essential Functions, Duties, and Responsibilities
Technology Strategy
- Lead annual and multi-year technology strategic planning in alignment with enterprise priorities.
- Ensure traceability from strategic objectives to funded initiatives and delivered outcomes.
Financial Management & Cost Optimization
- Own the end-to-end technology budget, including planning, forecasting, and variance management.
- Drive long-range financial planning and quarterly reforecasting processes.
- Implement cost transparency models (e.g., cost per product, transaction, or capability).
- Lead cost optimization initiatives across cloud, vendors, and workforce mix.
Workforce Strategy & Organizational Planning
- Manage technology headcount planning, hiring strategy, and resource allocation.
- Develop workforce strategies aligned to roadmap demand, including FTE, contractor, and offshore models.
- Partner with HR on organizational design, leadership development, and succession planning.
- Ensure alignment between skills, capacity, and strategic priorities.
Vendor Strategy & Performance Management
- Own strategic vendor relationships and vendor portfolio strategy
- Partner with procurement on contract structuring, negotiations, and renewals.
- Establish and track vendor performance metrics, SLAs, and value realization.
- Benchmark vendor performance and costs against market standards.
Operating Model & Process Excellence
- Define and continuously improve the technology operating model (Agile, product, DevOps).
- Standardize demand intake, prioritization, and portfolio management processes.
- Drive operational excellence initiatives focused on speed, quality, and throughput.
- Establish and monitor delivery and service performance KPIs.
Performance Management & Executive Reporting
- Own the technology OKR framework and performance measurement systems.
- Develop executive dashboards and reporting for CIO, executive leadership, and board-level stakeholders.
- Translate technical performance into business outcomes, financial impact, and risk insights.
- Drive accountability across technology leaders for achieving performance targets.
Technology Communications & Change Management
- Lead internal communications for the technology organization, ensuring clarity on priorities and progress.
- Support enterprise change management efforts for major technology initiatives.
- Strengthen alignment and transparency between technology and business stakeholders.
Qualifications and Education Requirements
- 12+ years of experience in technology or financial services, with significant experience in technology operations, strategy, or IT business management.
- Proven leadership experience managing cross-functional teams and operating at the executive level.
- Experience in vendor strategy, contract management, and third-party performance oversight.
- Demonstrated ability to implement operating models, governance frameworks, and performance management systems.
- Background in financial services, mortgage, or highly regulated industries preferred.

Work Environment and Physical Requirements
- Working on-site at assigned office location.
- Regular and punctual attendance adhering to schedule established by leadership.
- Flexibility to work occasional adjusted work schedules, overtime, and evening and/or weekend hours to meet deadlines or as business needs demand.
- Working in a cubicle hub, maintaining focus on phone calls in a noisy environment within earshot of multiple other conversations.
- Sedentary work in a stationary position at a cubicle for prolonged periods of time.
- Constant repetitive motions required for operating a computer, such as typing and managing phone calls.
- Constantly communicating effectively verbally in English, including accurately exchanging information with others following identification of correct procedures.
