Position Summary
The Vice President, PBM Rebate Management is accountable for enterprise‑wide ownership of PBM client rebate economics, including the strategy, governance, and financial integrity of rebate forecasting and P&L management supporting approximately $10B in annual underwriting activity. This role ensures rebate accuracy, financial discipline, and consistent application of rebate assumptions and methodologies across clients, products, and pricing strategies.
The Vice President leads the PBM Client Rebate P&L Center of Excellence, establishing a centralized and disciplined approach to rebate management, margin optimization, and financial governance. The role provides senior‑level financial leadership to inform underwriting decisions, pricing and formulary strategy, and complex client negotiations, while proactively identifying and mitigating financial risk.
Operating within a highly matrixed and competitive environment, this position partners closely with Sales, Underwriting, Trade, Product, Legal, Finance, Consultant Relations, and senior PBM leadership to support growth, profitability, and market competitiveness. The role also advances enterprise rebate data and reporting capabilities by driving standardization of data, assumptions, and governance to support scalable and sustainable rebate performance.
Primary Responsibilities
Lead the PBM Client Rebate P&L Center of Excellence with end‑to‑end accountability for rebate forecasting, analytics, and financial performance.
Ensure timely, accurate, and defensible rebate forecasts to support underwriting, proposals, renewals, and strategic client decisions.
Partner with Sales and Trade to optimize rebate offers, pricing strategies, and bid positioning from a financial and competitive perspective.
Deliver multi‑million‑dollar annual margin improvement through Client Value Optimization, coordinating execution across Sales, Account Services, Finance, and Trade.
Oversee and expand the financial change order process to ensure all client‑initiated changes are appropriately evaluated, approved, and managed with financial rigor.
Lead Product Analytics to support the financial performance of network, utilization management, clinical, pricing, risk‑based, and formulary strategies.
Manage executive‑level Steering Committee discussions with senior PBM leadership to surface key risks, tradeoffs, and emerging opportunities.
Provide subject matter expertise in complex client, consultant, and sales engagements.
Lead the Custom Formulary Consulting team and streamline end‑to‑end rebate processes.
Establish governance over rebate assumptions, methodologies, and data standards, including oversight of the Data Forecast Mart (DFM).
Required Qualifications
15+ years of healthcare industry experience.
10+ years of managed care experience.
10+ years of progressive leadership experience, including leading leaders, managing KPIs and budgets, and driving outcomes in complex organizations.
5+ years of PBM rebate management experience.
5+ years of experience in pharmaceutical pricing, contracting, or drug manufacturer pricing.
Demonstrated strategic and solution‑oriented leadership capabilities, with the ability to frame complex problems and develop solutions that balance multiple stakeholder interests.
Proven ability to solve complex, ambiguous problems using a combination of quantitative financial analytics, market‑based business judgment, and organizational understanding.
Advanced influence and relationship‑building skills, with the ability to establish credibility and impact across both senior and junior stakeholders.
Demonstrated leadership and people management skills, including leading cross‑functional teams within highly matrixed environments.
Strong execution capabilities with the ability to achieve established goals while navigating organizational complexity.
Deep financial and analytical expertise, leveraging data‑driven insights to inform enterprise strategy and decision‑making.
Exceptional communication skills, including the ability to present to senior internal and external leaders and to produce clear, concise, well‑synthesized written materials and proposals.
Bachelor’s degree or equivalent experience required; Master’s degree preferred.
Ability to travel as required.

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
